Specialized experience: is defined as experience providing a full range of management advisory and technical services in the areas of recruitment and staffing to include delegated examining, merit promotion, and special appointing authorities. This experience includes consulting with managers and other human resources professionals to identify their recruitment and staffing needs; developing job analyses, assessment questionnaires, and creating vacancy announcements in an automated recruitment system for a variety of positions; using delegated examining procedures to evaluate and refer qualified candidates for positions to include adjudicating veterans preference; applying analytical and problem solving methods and techniques; presenting findings or recommendations related to staffing and recruitment and at least one of the following areas: position classification, performance management, and human resources development. The ideal candidate will have experience using automated staffing tools for recruitment and staffing (e.g., USAStaffing, AVUE, etc.) and will have recent experience using delegated examining procedures in conducting recruitment activities and providing oversight or advisory services to other human resources specialists in conducting delegated examining activities.
Interagency Career Transition Assistance Plan (ICTAP) - The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
