You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service or private sector that demonstrates knowledge of economical, market, and political factors of U.S. trade objectives and policies. Specialized experience must reflect all of the following: 1) Research and analysis of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Utilization of software, preparation of reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or dispute settlement positions on a variety of trade issues; and 3) Participation in teams and meetings as a representative.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates a mastery level of knowledge and application of economical, market, and political factors of U.S. trade objectives and policies. Specialized experience must reflect all of the following: 1) Research and analysis of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Assist with the investigation of trade issues and international trade agreements; 3)Participation in interagency teams and meetings as the agency representative to include serving as liaison with professionals in other agencies; and 4) Compile information to be used in briefing materials, summary statements, and speeches for senior staff on major trade issues.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates an expert level of knowledge and application of economical, market, and political factors of U.S. trade objectives and policies. Specialized experience must reflect all of the following: 1) Research and analysis of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Investigation of trade issues to include the monitoring and enforcing of international trade agreements; 3) Develop research plans and work with interagency teams as the agency representative; and 4) Develop strategies for negotiations and dispute settlement proceedings.
This position has a Selective Placement Factor (SPF). The ability to research, analyze, and interpret documents and other written information in Mandarin Chinese is required.

For the GS-11: Possess a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or a LL.M. if related OR a combination of graduate level education and specialized experience.
