Safety Officer (Investigation)
Graduation from an accredited college or university with a Bachelor's Degree in Safety, Safety Management, Engineering, Transportation, Chemistry, Environmental Health or a related health science field with at least six (6) years of progressively responsible experience in one or more of the related primary areas described in the above summary, to include experience conducting the more complex investigations and developing requirements for special emphasis programs.
Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible experience in one or more of the related primary areas described in the above summary, to include experience conducting the more complex investigations and developing requirements for special emphasis programs.
Possession of current, or ability to rapidly acquire, a valid Maryland, District of Columbia, or Virginia motor vehicle operator's license issued from the jurisdiction of residence.
Registration as a Professional Engineer, World Safety Organization Certified Safety Specialist or Certified Safety and Security Director, or certification as a Certified Safety Professional is preferred.
Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this job either with or without reasonable accommodation(s).
The Safety Officer is responsible for developing programs geared toward the elimination of hazards, safety training curriculum, and inspection and evaluation check lists in compliance with the Internal Safety Audit Process. This position conducts investigations of Authority accidents/incidents and produces final reports of investigations. This position develops curricula for safety training and conducts safety training, develops intervention strategies to resolve identified unsafe acts and conditions observed in the work place, develops action plans, and develops requirements for special emphasis programs. This position serves as the official representative of the Safety Office on accident and incident sites and has considerable latitude to use independent judgment within established guidelines. Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results. The Safety Officer position is responsible for analyzing and evaluating complex safety problems, and conducting special emphasis studies on identified hazards and unsafe system trends detected primarily in one of the functional areas described below. This professional and technical position is primarily responsible for conducting independent, confidential, investigations of a complex nature, auditing records, and making appropriate recommendations which include recommending changes to policies and procedures and promoting public awareness of safety and may result in discipline and/or training of WMATA employees.
Independently conducts investigations, audits records, and makes recommendations for improving safety. As required by the above designated program and priorities:
Performs complex independent audits and inspections of equipment, facilities and/or operations to detect unsafe conditions and practices and ensure compliance with Federal, state, and local laws, regulations, and codes. Develop data matrixes to track trending of unsafe system components. Coordinates inspection requirements with safety staff and makes recommendations on corrective action requirements. Performs follow-up audits/inspections to ensure that recommended corrective action has been taken to resolve identified deficiencies, and produces final reports. Tracks open items identified in the inspection process.
The safety audit program includes systematic audit of inspection and maintenance records. Determines the level of compliance with required safety procedures. In the event of lapses or deviations, determines cause(s) and recommends appropriate action(s) which may result in disciplinary action(s) and/or training. Develops curriculum for safety training and works with the appropriate parties in implementing training.
Performs comprehensive investigations/evaluations of chemical products, hazardous materials and toxic substances to determine their acceptability for use in Authority operations, support, construction, and maintenance activities.
Ensures that toxic or unhealthful products are not used in the Authority's work processes, exposing the public, Authority employees and/or contractors.
Researches use of chemicals and assesses hazards associated with their use, storage, and disposal. Coordinates with user organizations and PRMT to ensure that only approved chemicals and hazardous materials are procured.
Develops effective safety performance standards for rail and bus transportation. Reviews and evaluates all safety changes in designs and specifications for transportation or related ancillary equipment.
Conducts complex safety engineering studies in areas for which standards have not been developed and/or where modifications appear to be necessary. Measures potential and actual results of system failures. Operates independently on special projects as an expert on complex system safety engineering matters.
Develops intervention strategies to resolve identified unsafe acts and conditions observed in the work place. Develops action plans to identify and initiate corrective actions of safety hazards. Assists in the development of policies/procedures in support of the Authority's System Safety Program Plan.
Develops management information reporting systems in support of hazard analysis, statistical analysis, and trend analysis of identified safety deficiencies.
Reviews changes in work methods and processes to ascertain effect on established safety practices.
Conducts complex trend analyses geared toward reducing accidents and injuries and recommending to the Authority's management, intervention strategies to enhance safety awareness and accident reduction. Develops and maintains data. Uses mainframe applications and PC software applications.
Independently conducts major accident investigations of a serious nature, i.e., death, serious injury, multiple hospitalization, and those events that have political or media interest. Audits applicable records and makes determinations as to the cause(s) of accidents.
Develops policy and procedures in support of system safety programs outlined in the SSPP.
Develops requirements for special emphasis programs and makes appropriate recommendations for their incorporation into the Authority's accident prevention program.
Participates in the emergency response on call rotation for the Office. Responds to Authority emergencies and serves as the official safety representative on the accident scene.
Represents the Authority at conferences, meetings, presentations and other events to stay current with state-of-the-art technology in the safety engineering field.
