Currently hiring for the position of Financial Specialists (duties include cash management, treasury functions, banking functions and senior management reporting and analytics) under our Army Research Laboratories contract in Adelphi, MD.   ALL APPLICANTS MUST BE U.S. CITIZENS AND BE ABLE TO OBTAIN A TOP SECRET CLEARANCE, NO EXCEPTIONS.

We are looking for a college graduate with a strong background (and GPA – 3.0 is acceptable, but 3.5 or higher is preferred) in budgeting, accounting or finance in order to help the Budget Office personnel perform basic budgeting functions for large contracts. Candidates should have a strong working knowledge of Excel spreadsheets (overall analysis capabilities, formulas, macros) as well as a familiarity with general budgeting or accounting practices.  Any experience with Federal budgeting systems OR SAP, specifically DoD (i.e. GFEBS/SOMARDS), is a plus.  Upon hiring, candidate will be fully assimilated/trained into all of the knowledge areas required for the position.  Here is an excerpt from our current contract’s Statement of Work that more explicitly describes the position:

The Contractor shall provide input to GFI or create its own spreadsheets/reports in order to track and monitor commitments, obligations, transfers and disbursements of specific accounting and appropriation data.  The Contractor shall provide insights in terms of trend analysis on the time to make the award for any obligations received from internal ARL sources or other outside Agencies.  Utilizing Financial Tracking tools (such as General Fund Enterprise Business System (GFEBS) and Standard Operation and Maintenance Army Research and Development System (SOMARDS)) the Contractor shall track and monitor commitments, obligations, transfers and disbursements of specific accounting and appropriation data. The Contractor shall also perform Un-liquidated Obligation and Commitments document research (including validating that account balances are properly documented and current; recommend adjustments to the appropriate budget analyst for incorrect balances; and process approved adjustments into the accounting systems). The Contractor shall also provide insights in terms of trend analysis on the time to make the award for any obligations received from internal ARL sources or other outside Agencies.  The Contractor shall research the entire spectrum of pertinent Financial Management Regulations in order to provide insights on the appropriate use of funding for particular upcoming technical requirements.

As knowledge is gained/mastered, there is significant growth built into the contract to advance in both position and salary.

NOTE: Occasional travel may be required to visit contractor or Government sites.
