    Executive Core Qualifications (ECQs)

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. Your resume must demonstrate that you possess the knowledge, skills and abilities to successfully perform the duties of this position.

    In addition to having the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications, you must meet the minimum education requirement for this job series, 0510. To meet the minimum education requirement, you must have:

    A. Degree: accounting; or degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

    B.  Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following:

    1. 24 semester hours in accounting/auditing courses of appropriate type/quality. May include up to 6 hrs of business law;

    2. A certificate as CPA or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of requirements for a degree that included substantial course work in accounting or auditing, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has worked at the full-performance level in accounting/auditing, or related field; (b) panel of at least two higher level professional accountants/auditors has determined the applicant has demonstrated a good knowledge of accounting/related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) the applicant's education, training, and experience fully meet the specified requirements.

    Selectee will be required to successfully complete a one-year probationary period in the SES, unless he or she is exempt based on previous successful completion of such probation.

    Selectee must file an Executive Branch Personnel Public Financial Disclosure Report (SF-278) upon appointment in accordance with the Ethics in Government Act of 1978.

    Any required investigations and clearances or waivers must be completed before a selectee is placed in this position.
