    Basic Requirements for GS-13 and Above:
    1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    3. Exceptions: Employees who were in GS-1102 positions on January 1, 2000 will be considered to have met the standard for positions they occupied. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

    Specialized Experience Requirements for GS-13:

    One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this requirement involves demonstrated experience applying knowledge of:
    • Federal and Agency acquisition principles, regulations and procedures, contract types, methods and techniques sufficient to procure and/or administer contracts for a variety of equipment and services, to evaluate proposals and to develop special provisions, terms and conditions.
    • Contract price/cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and post-award procurement actions, such as proposals for engineering, economic, construction, and other services.
    • Business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor capability and responsibility, and/or contractor performance.
    • Regulations and techniques of source selection sufficient to conduct a selection.
    • Internal automated procurement systems sufficient to assist in the implementation and continual improvement of such systems. Knowledge of external automated reporting systems sufficient to support compliance with Federal and Agency specific reporting requirements.
    • Demonstrated skill in negotiation techniques and technical requirements sufficient to conduct negotiations with high level business, industry, scientific, and/or Government officials, procure complex and diversified services and equipment, and to administer contracts to obtain such equipment and services.

    In addition, qualified applicants must certify they have completed fulfillment of Federal Acquisition Certification - Contracting (FAC-C) requirements for certification at Level II.

    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:

    Selection may require completion of a 1-year probationary period.
