Senior Records Manager Principal Duties and Responsibilities Serves as the Senior Records Management specialist (RM) responsible for taking a leading role in the planning and management of the records management program for both core mission and administrative records, regardless of medium or format. Serves as the senior technical expert on agency-wide electronic and non-electronic records management issues. Advises senior government RM program manager on adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters. Facilitates communications among these offices in matters relating to records/information assets and the management of risks to those assets. Works closely and proactively with government personnel to ensure that records/information assets are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks. Provides advice for the transformation of government's records management processes to address the challenges posed by electronic records. Participates in capital planning process for information systems to ensure that records management functionality appropriate to the records/information assets they support is included in system design. Advises the RM program manager on metadata requirements necessary to achieve this functionality. Works with the JCS RM lead to build records management functionality into the Department/Agency enterprise architecture and to ensure all Department/Agency information systems incorporate records management functionality appropriate to the records/information assets they support. Supports the RM program manager to assure that records management technology in use is consistent with Department/Agency enterprise architecture. Assists in the formulation and the implementation of Department/Agency policy and guidance for record-keeping in accordance with Department/Agency strategic plan; Congressional mandates for all electronic and non-electronic records; National Archives and Records Administration (NARA) regulations, standards and guidance; and appropriate national and international professional records/information management standards. Coordinates with Department/Agency program managers to ensure records creation, maintenance, use, and disposition are in accordance with this guidance and the Federal Records Act. Qualifications: Undergraduate degree and minimum of 7 years in general document analysis experience. Must be able to repeatedly yet rapidly perform the following in document and package analysis: - Describe, label and classify document and/or package content; - Understand the context & perspective of each document and/or package; - Identify and verify all package documents are present; contact AO for missing pages/documents; - Scan missing pages/documents into package; - Identify what is most essential for Action Officers to know about documents and packages; - Anticipate how Content Owners/Action Officers might use the package for future research given organizational perspective and mission direction; Quickly ascertain insight into document and/or package details; - Examine trends, patterns, and consistency in documents and/or packages; - Report on document and/or package discrepancies and other observations; - Evaluate and communicate document and/or package value in writing; - Identify documents that should be place in Special Handling (restricted) status; Meet archival processing benchmarks on a monthly basis. Demonstrated Knowledge of and experience in Office Automation Tools. - Must be able to use Microsoft (MS) suite tools and Web 2.0 generation tools. Possess high analytical ability and strong organizational skills Possess demonstrated experience in problem solving to include organizing and structuring document sets; experience in being detail oriented; ability to pay close attention to details Demonstrated experience working in a fast paced, time sensitive environment Demonstrated knowledge and project management experience to facilitate and communicate to multiple audience levels in both oral and written formats; serve in an advisory role. Excellent analytical skills. Executes basic technical tasks, and applies analytical problem solving methodologies.
