    This position will be posted at the GS-9, GS-11, and GS-12 grade levels, with a full performance level of GS-13.  The employee may be noncompetitively promoted when qualified and recommended by management, however, promotions are not guaranteed.

    Recent Graduates Program affords developmental experiences intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. 

    Successful applicants are placed in a one-year Excepted Service and receive training and professional development, complete an individual development plan (IDP), and are assigned a mentor. Under the formal training program applicants will be provided a mentor and execute an Individual Development Plan outlining training requirements and program expectations. Participants who successfully complete the program may be converted to term or permanent positions, however conversion is not mandatory or guaranteed.

    To be eligible for conversion to a permanent or term position, Recent Graduates must:

    1. Be a United States citizen;
    2. Have successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
    3. Demonstrate successful job performance.
    4. Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.

    • Current students in college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

    Program Completion and Conversion

    • Interns must be available to work full time for this position.
    • Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.
    • To be eligible for conversion, Interns must:
      • Complete at least 640 hours of work experience acquired through the Internship Program
      • Complete their degree or certificate requirements
      • Meet the qualification standards for the position to which the Intern will be converted
      • Meet agency-specific requirements as specified in the Participant's Agreement, and
      • Perform their job successfully.
    • Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance.
    • In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640 hour requirement.
    • Time spent under previous Internship Program appointments may count towards required work experience hours.

    In addition to meeting the "Basic Requirements" described above, you must also meet the "Specialized Experience Requirements" described below.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

    GS-9: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service.  Specialized experience for this position is defined as: Experience providing support to senior specialists and managers regarding recruitment and placement activities.

    GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service.  Specialized experience for this position is defined as: Experience conducting basic recruitment and placement activities based on standardized processes and timelines. 

    GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service.  Specialized experience for this position is defined as: Experience providing analysis, evaluations, resolving and advising on complex problems to include turnover, vacancies, and strategies to identify and forecast staffing challenges and future needs to the agency mission.

Knowledge of human resources legal and regulatory principles, concepts, practices, and techniques of recruitment and placement to provide authoritative advisory service and/or develop authoritative policy interpretations; resolve problems characterized by their breadth, importance, and severity for which previous studies and techniques have proven to be inadequate; and to prepare recommendations for implementing findings relative to recruitment and placement. 
    2. Skill in evaluating and making recommendations concerning overall plans and proposals for complex agency projects.
    3. Ability to identify and propose solutions to recruitment and placement problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate.
    4. Knowledge to design and conduct comprehensive studies/projects relative to recruitment and placement programs and activities.

    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

    EDUCATION:

    GS-9 master's or equivalent graduate degree

    2 full years of progressively higher level graduate education leading to such a degree

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to place you into an initial quality category via OPM's Category Rating procedures. Then, the HR Office and/or Subject Matter Expert (SME) will conduct a quality review of your application and supporting documentation to ensure you have been placed into the appropriate quality category.
