Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employments.     SPECIALIZED EXPERIENCE: 

    GS-14 level: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, specialized experience is

    • Experience with IT Capital Planning and Investment Control (CPIC) processes, including directing the development and submission of Office of Management and Budget (OMB) Major IT Business Cases (MITBC) and the Agency IT Portfolio Summary (AITPS) to support the mission and long-term objectives of the Department of Commerce IT systems;
    • Experience with Information Technology project/program/portfolio management in support of mission critical systems in at least one segment of the Department’s Operating Units;
    • Hands-on experience in using the eCPIC system and project management tools; expertise in Earned Value Management (EVM) to evaluate business cases to determine progress and the health of the investment;
    • Experience developing contract documentation and acquisition support; and experience as a COR with FAC/COR certification managing contracts and contractors.
    • Knowledge of OMB’s Technical Business Management (TBM) common costing framework used for agency IT budget submissions.
    • Experience conducting IT investment research and consulting with stakeholders to provide advisory services;
    • Experience performing analyses to identify best practices/problems/issues within an organization and making recommendations for changes and improvements;
    • Experience and experience in Information Technology project management to collaborate with investment stakeholders

    This Job Opportunity Announcement may be used to fill other Management Analyst, GS-0343-14 with full promotion potential to GS-14 positions within Office of the Secretary in the same geographical location with the same qualifications and experience.

    1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a work-related compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement.
    2. A copy of your SF-50 "Notification of Personnel Action", documenting your RIF separation, noting your position, grade/band level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your agency that shows your current promotion potential.

    • Ability to draft, review, edit, and analyze correspondence, proposals, standard operating procedures, and training materials for a program office.
    • Skill in using tools and concepts to prepare written and oral communications for a variety of audiences from project managers to senior executives.

    PERFORMANCE APPRAISAL AND/OR INCENTIVE AWARD:  If applicable, performance appraisals and/or Incentive award documentation may be submitted and will be forwarded to the selecting official as support in consideration of your application in the evaluation process. To receive due weight, you must submit a recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable (do not submit a performance plan) and/or incentive award documentation (i.e. superior performance awards, special act or achievement awards, quality step increases, etc.).  Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
