    Time-in-grade/band requirements: Must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

    Applicants must meet requirements by 11:59 EASTERN TIME ZONE (ETZ) on the closing date of this announcement. If selected for Federal employment, you will be required to complete a "Declaration of Federal Employment" OF-306, prior to being appointed.

    Applicants must meet all qualification requirements by the closing date of this announcement. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    For GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal services.

    GS-9 level: You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position.

    Specialized experience is defined as experience in performing a variety of administrative functions to include: Independently coordinating administrative activities to support requirements for supplies, property, or office moves; advising management and staff on the interpretation and application of administrative procedures; reviewing and analyzing documents and records control procedures; and evaluating organization administrative practices to identify problems and provide recommendations for resolution.

    Education: a master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. 

    OR

    Combination of Education and Experience: Possess a combination of education and experience which is qualifying to meet total qualification requirements for the GS-09 grade level. The total percentages must equal at least 100 percent to qualify. For GS-09 level positions, only graduate education in excess of 18 semester hours is creditable toward meeting the specialized experience requirement.

    For GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal services.

    GS-11 level: You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position.

    Specialized experience is defined as experience in performing a variety of administrative functions to include: Independently coordinating administrative activities to support requirements for supplies, property, or office moves; advising management and staff on the interpretation and application of administrative procedures; reviewing and analyzing documents and records control procedures; and applying analytical and evaluative methods and techniques to administrative processes and programs to assess the efficiency and effectiveness of program operations and provide recommendations for improvement, where appropriate.

    Education: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. , if related. 

    OR

    Combination of Education and Experience: Possess a combination of education and experience which is qualifying to meet total qualification requirements for the GS-11 grade level. The total percentages must equal at least 100 percent to qualify. For GS-11 level positions, only graduate education in excess of 36 semester hours is creditable toward meeting the specialized experience requirement.

    CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.     CTAP applicants MUST submit the following documents:

    1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
    2. A copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your bureau/operating unit that shows your current promotion potential.
    ICTAP applicants MUST submit the following documents:
    1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a work-related compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement.
    2. A copy of your SF-50 "Notification of Personnel Action", documenting your RIF separation, noting your positions, grade/band level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your agency that shows your current promotion potential.

    How You Will Be Evaluated

    Your resume, optional cover letter and supporting documentation will be reviewed to determine if you meet the minimum qualifications for the position.     2. Knowledge and skill of correspondence procedures and automated/electronic tracking systems. Manage various office equipment and various word processing, spreadsheet, graphics and database software to create charts, graphs, and documents.
    3. Knowledge and understanding of the duties, priorities, commitments and goals of the organization to perform assignments such as reviewing materials, and to anticipate and prepare materials management needs to respond to correspondence, visitors or phone calls to effectively and efficiently perform administrative responsibilities.
    4. Ability to research and obtain background information for required actions through available tools such as automated databases, historical files, and review of previous or current studies/projects on related topics.
    5. Strong communication skills to coordinate/negotiate between management, staff and subject matter experts to coordinate internal and external actions.
    6. Knowledge of administrative concepts and practices in order to recommend changes in administrative policies, devise and install procedures and office practices affecting the office and foresee administrative problems and requirements.

    PERFORMANCE APPRAISAL AND/OR INCENTIVE AWARD:  If applicable, performance appraisals and/or Incentive award documentation may be submitted and will be forwarded to the selecting official as support in consideration of your application in the evaluation process. To receive due weight, you must submit a recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable (do not submit a performance plan) and/or incentive award documentation (i.e. superior performance awards, special act or achievement awards, quality step increases, etc.).  Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
