SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band NQ-01/GS-7 for the NQ-02 level or NQ-02/GS-12 for the NQ-03 level.

NQ-02:  Specialized experience for this position is defined as:

• Experience in analyzing, managing, guiding, and enhancing policies, practices, and initiatives for those activities that are identified.

• Experience in providing rapid response support on time sensitive actions to meet the needs of the manager and conducts basic information research and analysis to serve as the basis for key decision-making, handles special projects and prepares periodic reports as directed.

• Experience in effectively deciphering rules regulations and policies as they pertain to personnel, travel, building logistics and Federal Government Space Management.

• Experience in effectively communicate with internal/external customers, peers, and all levels of management.

NQ-03: Specialized experience for this position is defined as:

• Experience in analyzing, managing, finding and recommending based on analysis of observations, review of records, research of precedents, and application of best practices in program management.

• Experience in providing rapid response support on time sensitive actions to meet the needs of the manager and conducts basic information research and analysis to serve as the basis for key decision-making, handles special projects and prepares periodic reports as directed.

• Experience in overall training budget-tracking all requests; serves as the expert and advising senior management on all matters in regards to personnel and administrative actions. 

• Experience in effectively communicate with internal/external customers, peers, and all levels of management.

NQ-02 KSA's:

  1. Knowledge and understanding of programmatic strategic goals and objectives to provide a context and focus for fulfilling administrative activities.
  2. Ability to meet deadlines in a fast-paced, high stress, environment.
  3. Ability to decipher rules regulations and policies as they pertain to personnel, travel, building logistics and Federal Government Space Management.
  4. Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches for resolving significant issues or problems.

NQ-03 KSA's:

  1. Knowledge of NNSA policies and procedures that govern coordination of organizational logistics activities, including requisitions for space management, computer and telephone computer support.  
  2. Knowledge of regulations, policies, and procedures that affect the use of organization and related support resources, including NNSA/DOE regulations, directives, procedures, in order to oversee office activities and execute organizational activities, as well as to assess their impact on operational requirement and need to establish procedural requirement.
  3. Ability to communicate orally and make clear and convincing presentations sufficient to defend, clarify, negotiate, or justify recommendations and provide expert advice and guidance.
  4. Ability to handle difficult employees/sensitive issues, in compliance with HR policies.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NQ-02: You must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ-01 or GS-07 grade level.

OR

You may substitute the completion of two full years of graduate education or all the requirements for a master's (or higher) degree in a field directly related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the work of the position. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience may be used to meet total experience requirements.

You may substitute a Master's degree or 2 full years of graduate education in any field or a L.L.B. or J.D., degree for the experience required at the GS-09 grade level.

NQ-03: For this position education cannot be substituted for experience.
