  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes proficient knowledge of quantitative, qualitative methods, analytical and evaluative techniques sufficient to assess program development/execution, identify problems, recommend solutions, and evaluate impact of change to the organization's uniform policies; practiced knowledge in applying Federal, DoD monetary allowance policies, Class II Clothing and Textile programs and policies, military uniform programs and policy requirements; skilled knowledge of military unified and joint command structure, missions, programs and organizational relationship of Manpower, Personnel and Services' activities at all levels - base, MAJCOM, Air Staff, OSD; and Federal government; comprehensive understanding of operational philosophy, interoperability, and management of components making up the uniform enterprise, detailed knowledge of OSD religious accommodation, dress and personal appearance guidelines and philosophies, comprehensive knowledge of the Congressional legislative process. aptitude to review, analyze and/or establish long and short range programs, processes, and policies in accordance with legislation and/or OSD policies and in support of senior leader initiatives and capability to develop criteria for program evaluation and initiate and orchestrate all costs, schedules and actions required for review, prototyping, testing and fielding new uniforms or new uniform items, as well as follow on updates.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    Expert knowledge of and ability to integrate into applicable program areas all applicable public laws, federal, state, DoD, joint and operational doctrine, policy, principles and/or directives regarding military uniform program.

    Expert knowledge of a wide range of policy, practices and integration of multiple processes and organizations and implementation of funding, acquisition and fielding and wear policy. Extensive interpretation and understanding of the interoperability of these broad guides is required to refine or develop specific guidelines and procedures.

    Knowledge and skill in applying analytical and evaluative techniques to lead and manage requirements and issues and resolve problems concerning efficiency and effectiveness of military uniform program or uniform- related operations.

    Knowledge of the missions, functions, responsibilities, organization, procedures, goals, and objectives of DoD agencies, OSD staff, Joint Staff, headquarters of all other Services, the sequence and timing of(key operational events and milestones; and methods of evaluating effectiveness of planning actions as related to actual events.

    Knowledge of Information Systems data collection and analysis tools, and the ability to analyze data and trends in order to administer the Virtual Uniform Board (collecting uniform change inputs, preparing members of the board to vote, tallying of votes, and either rejecting items disapproved by the board or recommending higher approval).

    Knowledge of a wide range of concepts, principles, practices relating to financial management and budget execution; familiarity with DoD's Planning, Programming, Budgeting; and Execution System (PPBE).

    Knowledge of personnel management; EEO, and safety and security regulations, practices, and procedures.

    Skill in planning, organizing and directing efforts and resources that result in compliance with all relevant governance while achieving organizational and mission uniform related requirements.

    Skill and the ability to organize, research, identify, collect, prioritize and integrate facts from diverse sources, draw conclusions, conduct analysis, develop and direct process-improvements, implement recommended solutions, and package ,the entire process into briefing; papers, reports suitable for senior leadership decision- making.

    Skill in oral and written communication techniques. Must be consistent in ability to effectively communicate complex concepts to audiences with widely varying degrees of familiarity with the .subject matter. Must be able to articulate a policy position to White House, Congressional members and staff; other government officials, DoD, and senior leadership officials. Must be able to effectively develop and deliver an informational or persuasive briefing/speech, negotiate/resolve complex issues; and manage simultaneous tasking in collaborative mission- oriented environment.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
