Minimum Qualifications Requirement for the GS-12 Grade Level: Applicants must have one year of specialized experience at the GS-11 grade level in the Federal Government (or equivalent) performing all of the following: 1) determining appropriate contract strategies, types and methods, 2) assisting with the preparation of procurement plans, 3) preparing and issuing solicitation documents, 4) preparing contract award documentation.
Basic Requirements for the GS-13 Grade Level:To meet the basic requirement you must have a 4-year course of study, from an accredited college or university, leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The exception is if you have been continuously employed in a GS-1102-13 position in the competitive Federal Service since January 1, 2000).
In addition to the basic qualification requirements above, you must also meet the minimum qualifications and training requirements listed below.
Minimum Qualifications Requirement for the GS-13 grade level: Applicants must have at least 4 years of experience in contracting or related positions which includes at least 1 year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as performing all of the following: 1) preparing statements of work, 2) preparing procurement plans, 3) preparing and issuing solicitation documents, 4) providing advice on the evaluation of cost proposals and performing procedures associated with administering contracts and purchase orders (tracking contractor performance, market analysis and closing out contracts upon completion).
Training Requirement for the GS-13 Grade level: Completion of all mandatory training prescribed by OPM (as defined in the Education section) for progression to GS-13 or higher level contracting positions. If you have a FAC-C Level II/III or a DAWIA Level II/III certification in Contracting, your training is fully qualifying for OPM's Mandatory Training requirement. You may request the senior procurement executive of OPM consider granting a waiver for the training requirement if you can demonstrate extensive training pertaining to federal procurement. Acceptance of course equivalencies extend only to those courses recognized by the Federal Acquisition Institute (FAI). Information on FAI equivalent courses and training providers offering equivalent courses can be found on the FAI website at http://www.fai.gov.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position has a basic education requirement listed under the Qualifications section of this announcement.

The full performance level of this position is GS-13.
