    Minimum Qualification Requirements:  To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Minimum Qualifications for the grade to which you are applying.  

    (1) Basic Requirements

    A.  Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    -OR-

    B.  Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    (2) Specialized Experience
    To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience:  1) Utilizing computer-based tools to identify and solve complex economic problems associated with the offshore energy industry; 2) serving as a lead in the creation of energy resource, economic evaluation, or economic impact models; AND 3) serving as a subject matter expert interpreting written decision documents or advising senior management officials in the area of energy economics.

    A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.     2. Plan and organize work – Ability to plan and carry out effective research and development of new tools and methods likely to be useful in analysis of offshore policy issues or in other pertinent applicants.
    3. Policy – Ability to interpret laws, regulations, and policy as they relate to assigned areas. 
    4. Research – Skill in conducting economic analysis for offshore-related policy development for resource estimation analyses and for proposed legislation.
    5. Written Communication – Skill in preparing reports of research and applications that explain the work, give interpretations of results, and describe the significance of the results.
