Works as project lead and lead analyst for assigned Health Department software systems, specifically electronic health record and related systems. Serves as lead analyst for system requirements, design and implementation of Commercial Off the Shelf (COTS) packages for assigned business areas. Identifies, documents, and implements COTS configurations required for agency program areas. Documents business processes before and after automation, and understands the business and technical workflow of assigned business areas. Gathers requirements and develops required system reports from assigned software applications. Assists with training and documentation for technical staff and business users. Provides technical support to business users for assigned software applications. Applies appropriate county, state, and federal data security and data protection rules governing system access, confidentiality, and technical security protocols. Develops role-based security architecture for assigned systems. Researches solution options independently or in team setting to evaluate future business software solutions and to ensure business mapping to viable IT solutions. Works with Department of Information Technology representatives to evaluate options and obtain approvals based on county technology standards and integration requirements with the Fairfax County enterprise IT and other Human Services agencies applications as required. Participates in agency technology and business strategic planning.

Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to possession of a bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check and a check of the Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Familiarity with or work experience in developing IT solutions for human services systems and/or public health. Experience configuring and implementing COTS solutions, particularly electronic health record. Understands health system operations and related technologies. Ability to form collaborative partnerships across agency lines and county agencies. Ability to perform multiple tasks simultaneously and work in a collaborative team environment. Must possess excellent customer service skills with the ability to interact in a friendly, service oriented and professional manner with internal and external customers.

PHYSICAL REQUIREMENTS:
Employee may be required to lift or carry up to 25 pounds occasionally. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Incumbent must be able to operate keyboard driven equipment and computer. Visual acuity is required to read data on a computer monitor, digital display and audio visual instrument. Job is generally sedentary in nature, however, entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. All duties performed with or without reasonable accommodations.
