Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).     Specialized Experience: One year of specialized experience which includes: Managing medical records programs, including coding/auditing for a health care facility; evaluating medical records programs for overall efficiency and effectiveness; recommending and/or implementing appropriate revisions and modifications to medical record services; establishing policies and procedures for processing legal medical documents; serving as an advisor in medical record areas such as: research assistance, development of primary and secondary medical records, report analysis, development of medical and administrative data, medico-legal aspects, and medical record preservation; and utilizing spreadsheets such as: Microsoft Excel to manipulate formulas and generate graphs.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Individual Occupational Requirement:
    Examples of qualifying specialized experience include:
    • Planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies.
    • Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications.
    • Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services.
    • Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data.
    • Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes.

    The following are preferred, but not required for this position:
    • Minimum of 5 years coding experience in all aspects of medical record coding to include inpatient, outpatient, and ambulatory procedure visits certified through a nationally recognized organization such as the American Academy of Professional Coders (AAPC) or the American Health Information Management Association (AHIMA).
    • Experience and background in nursing.
    • Experience with automated healthcare systems such as Composite Health Care System (CHCS), Armed Forces Health Longitudinal Technology Application (AHLTA), Coding Compliance Editor (CCE), and Essentris.
