In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-13, Title Information Technology (IT) Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working with operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers; Comprehensive knowledge of IT C4I systems and application software technology to isolate causes of problems between hardware, system, and application software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations; Ability to review and evaluate, as a technical authority, systems modifications projects and ensure that all integration and interface requirements are met.
AND IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of wide range of principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
2. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
3. Knowledge of IT system analysis and application of software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging enhanced C4I network, Video Tele-conference (VTC) and/or Red/Black voice and data requirements, and Command, Control, and Communications (C3) systems planning, design, engineering, developing, testing of proposed new systems and applications software and ensure successful integration with existing and anticipated infrastructure in the data base environment.
4. Knowledge of IT C4I systems and application software technology to isolate causes of problems between hardware, system, and application software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
5. Ability to analyze complexities of existing technology, review/develop policies, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
6. Ability to maintain an up-to-day awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
ADDITIONAL CONDITIONS OF EMPLOYMENT (CONT):
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the employee is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalyses testing. The selectee must sign a statement acknowledging the position occupied as a TDP.
Positions which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment. This position includes Information Assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C184.108.40.206 or C220.127.116.11 Failure to receive the proper IA certification may result in removal from this positions.
