As a Transportation Security Administration Representative (TSAR) assigned to the International Operations (IO) Division of the TSA's Office of Global Strategies (GS), you will serve as the on-site Transportation Security Representative for assignments located outside the continental United States and/or inside the United States. Based in Paris, France, you will have overall responsibility for developing and maintaining effective and professional relationships with US and foreign government officials to promote consistency with international security standards, foreign government requirements and TSA regulatory programs. You will be considered a technical subject matter expert in a broad range of highly complex transportation security issues for host countries within the assigned Area of Responsibility (AOR) and will serve under the administrative supervision of the Regional Manager for the AOR. Duties may include, but are not limited to: Liaison: You will serve as the primary Transportation Security Representative of TSA for foreign governments and embassy officials, ensuring attainment of international security standards, sharing best practices, serving as the on-site coordinator for the TSA/DHS response team to transportation-related terrorist incidents and threats and coordinating the dissemination of threats or security-related information. You will represent TSA with US and international stakeholders engaged in transportation security activities, developing TSA/DHS positions through coordination and communication on a wide range of highly complex transportation security issues and facilitating Federal Air Marshal (FAM) operations in foreign airports. Analysis: You will plan and carry out complex analytical reviews involving international transportation security issues and coordinate with TSA headquarters to identify and mitigate threats to the international security system, developing engagement strategies for countries within the AOR. You will develop and present briefings, speeches, issue papers, country profiles and background/talking points on a wide range of issues of interest to high-level officials. Networking: You will develop stakeholder networks and cultivate effective relationships to manage crisis situations and resolve complex and potentially controversial transportation security issues involving the international community. Program Management: You will plan and formulate proposed mitigation options for transportation security issues and present options for review by leadership. You will conduct in-depth and timely analyses of National Civil Aviation Security, Quality Control, Training and other transportation security programs for assigned countries, providing extensive assistance to host governments to improve the security of international transportation security systems. Resource Management: You will serve as budget and resource manager for the AOR and prepare funding requests, justifications and advance estimates on AOR program requirements. In addition, you will provide technical and administrative guidance and direction to contract employees. TSARs are required to conduct frequent international travel; an estimated 76 percent or more of your time will be spent traveling. A minimum of one week of travel in a full-time duty status may be required within 90 days of entry on duty to complete TSA's in-residence New Hire Training. This training will occur away from your duty station of record. You will be paid for compensable hours and reimbursed for authorized travel expenses per TSA travel policy. Your relocation expenses will be reimbursed. This is a nonsupervisory position; the series grade is SV - 1801 K. (The SV-K Pay Band is equivalent to GS-15). TSAR positions are not permanent positions; the maximum length of a duty assignment is generally two consecutive tours of duty. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Within the last year of the tour, the employee will be eligible to participate in the agency's Priority Placement Program.QUALIFICATIONS You must meet the qualification requirements for this position no later than the closing date of the job opportunity announcement. Post (Hardship) differential will be paid according to DSSR 500. May be required to work longer than eight hours per day, which may include holidays and weekends. TSARs must be available for duty worldwide, including areas or locations that may be dangerous. TSARs may be required to tolerate austere living conditions, lacking in common amenities (eg, private sleeping quarters, clean mattress/linens, running water, climate controlled environment, etc.). Selectee(s) may be temporarily assigned to a CONUS duty location for purpose of completing overseas duty training and/or pending readiness for occupancy of the permanent overseas post. Selectee(s) will be eligible for the Priority Placement Program upon the completion of their tour of duty. The Priority Placement Program provides employees accepting critical assignments overseas with a timely rotation back to the United States. This allows for their continued service to TSA, enhanced by their international experience.
