Position Duties The Division of Finance and Administration is seeking a qualified candidate to serve as an Operating Accounting Analyst in the central Budget Office. This position is responsible for assisting in the preparation of the annual operating budget requests, monitoring expenses to the budget, and forecasting revenues and expenses for assigned programs. The incumbent is also responsible for preparing presentations and presenting financial information to senior level staff members. Minimum Qualifications Education: A Bachelor's degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university. Experience: Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles. Notes: 1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement. 2. A Master's degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience. 3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education. 4. Candidates may substitute US Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience. Experience applying Generally Accepted Accounting Principles for accounting Experience with financial forecasting and analysis Licenses, Registrations And Certifications Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Benefits Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period.
