    Applicants applying for the GS-14 grade level must meet the following requirements:

    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

      1. Attention to Detail -Develops an overall centralized enterprise licensing initiative to improve oversight and management of Department wide enterprise licensing efforts.
      2. Customer Service -Manage USG property held by contractors, complete required reports in timely fashion, review and monitor contractor processes and results of work performed.
      3. Oral Communication -Primary authoritative point of contact for assigned portfolio for consolidating, organizing, and communicating the rapidly changing Department technology requirements.
      4. Problem Solving -Advise and mentor to team members in resolving highly complex issues related to project management and planning of the Enterprise Licensing initiatives.

    AND

    Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:   

    Experience with IT principles, concepts, methods, standards and practices to provide technical advice, guidance and recommendations to management.

    Experience with project management principles, processes and lifecycle management to include budget, resource control, cost/benefit analysis and risk management.

    Experience providing advice, guidance, and recommendations to management on enterprise licensing and acquisitions.

    Experience in IT investments and cost, in establishing metrics and performance measurement tools for monitoring project initiatives. 

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-14 position.

    Knowledge of information technology life cycle management concepts.

    Knowledge of federal acquisition management policies and procedures.
