    To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    GS-14: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) developing and/or implementing programs designed to oversee contracts that address workers compensation claims management (2) developing procedures and regulatory policy guidance for a large, complex organization. (3) serving as liaison with varying levels of an organization on workers compensation matters of importance to high-level officials.

    GS-13: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) assisting with the development and/or implementation of programs designed to oversee contracts that address workers compensation claims management (2) participating in the development of procedures and regulatory policy guidance for an organization. (3) negotiating with officials on varying levels of Workers Compensation matters

    There is no educational substitution for the GS-13 or GS-14 levels.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
    Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
    GS-14: For a GS-14 position you must have served 52 weeks at the GS-13 level.
    GS-13: For a GS-13 position you must have served 52 weeks at the GS-12 level.
    To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.
    Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

    Demonstrated in-depth technical understanding of Federal Workers' Compensation (WC) and ability to work in conjunction with a contractor to oversee WC claims management
    Knowledge of how to use legislation or Federal standards/regulations impacting workers' compensation/safety
    Ability to develop and raise policies and strategic plans and ensure their implementation
    Ability to deal effectively with personnel at all levels of the organization and efficient enough to serve as a liaison with Federal and other departments regarding OSH programs
    Skill in studies and communications including the ability to elicit information from others and present findings in a logical sequence
