Business Program/Management Analyst, Lead

Key Role:

Serve as the subject matter expert and senior business program or management analyst responsible for supporting the planning, development, coordination, defense, and execution of all aspects of the PMs' program funding. Leverage technical knowledge of appropriation law, resource allocation, and financial execution under the processes of DoD Acquisition and sustainment. Provide reviews and assist with budget estimate input to assure compliance with policies, rules, regulations, and procedures prescribed and provided by higher headquarters. Support program plans and maintain control of future or new programs, and schedule phased milestones to develop and purchase with fielding. Prepare and develop presentation, including participate in defense of budget submissions. Prepare manpower data requirements, Program Objective Memorandum (POM) builds, facilitate Annual Program Resource Validation (APRV) development, support the Strategic Portfolio Analysis Review (SPAR), and review program acquisition documents for appropriate data content and consistency.

Basic Qualifications:

-Experience with in-depth data analysis

-Ability to work independently to deliver on large and complex solutions

-Secret clearance

-HS diploma or GED and 25 years of experience as a program or business analyst, BA or BS degree in Business Administration, Economics, Accounting, or Finance and 20+ years of experience as a program or business analyst

Additional Qualifications:

-Experience with Microsoft Excel

-Experience with fiscal law

-Possession of excellent oral and written communication skills

-Possession of excellent analytical, problem-solving, and organizational skills

-DAWIA Level III Certification or equivalent experience in financial data analysis, cost estimating and analysis, budget analysis and execution, accounting concept, and acquisition-audit
