An Overview
The Department of Transportation and Environmental Services (T&ES) is seeking a Permits Manager (Civil Engineer III) for the Development Services Division to manage T&ES Permits Center and T&ES Permitting Staff.  The T&ES Permit Center is an integral part of the City's One Stop Permitting Center located in the Alexandria City Hall.

The T&ES Permits Manager is responsible for the day to day operations of the T&ES Permit Center, as well as providing long range vision to provide high quality customer service to applicants and providing mentorship to Permits Staff. The T&ES Permits Manager will work closely with the City's central Permit Center.
 
 The Opportunity

  • Directs, manages, and supervises employees and ensures that program objectives and outcomes are achieved;
  • Coordinate the flow of assigned work and follow through in a timely manner by supervising, scheduling, and coordinating the T&ES Permit Center activities;
  • Perform plan review for development, construction, and maintenance of traffic activities;
  • Administer the Department's Utility permits and inspection program;
  • Demonstrate competency in the use of computer-based software and office systems;
  • With the support of staff, processes T&ES permits in an efficient, timely manner;
  • Provides support, guidance, direction, and mentorship to Permits Center staff;
  • Possess experience in performing staff supervision, training, and performance evaluations;
  • Maintain records, perform quality control of data, and prepare reports;
  • Communicate clearly, effectively, and concisely both orally and in writing; and
  • Perform other relevant duties as assigned.

The Ideal Candidate
To qualify for this position, all candidates must possess a Bachelor's degree in Civil Engineering and five years of professional experience.

To be considered as an ideal candidate, one should possess experience in working in a municipal or technical environment and have additional expertise in public administration, process management, permitting. A solid background in civil and municipal engineering and a background in right-of-way and land development services is ideal. The candidate should be able to determine priorities and adjust work plans accordingly, perform the tasks of the position independently and to make decisions; be able to maintain effective working relationships; communicate clearly and effectively with others, both verbally and in writing; and be able to coordinate T&ES Permit Center activities with other City departments.
