As the Airport Landside Contracts Manager, you will manage multi-million dollar revenue producing concession and management contracts.

Airport Landside Contracts Manager

Serves in the Airport Administration Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Responsible for planning, managing, negotiating, and administering complex, multi-million dollar revenue producing concession and management contracts and managing supporting systems. Serves as, or manages, the Contracting Officer's Technical Representative (COTR) for landside contracts. Performs related functions.

GENERAL RESPONSIBILITIES

Develops strategy for landside business and commercial focus at DCA or IAD.

Responsible for the functionality of airport's landside operations.

Identifies and determines the compatibility of new business concepts with the landside areas of DCA or IAD and develops, markets, and promotes plans for new business concepts

Coordinates airport and tenant construction activities to ensure have minimal impact on the Airport's landside revenue and customer experience.

Supervises development and takes necessary action to implement landside concession plans and concepts for the Airport and other commercial activities

Oversees staff activities, and operations of contractors, for public parking operations, ground transportation curbside management, and associated support systems.

Oversees all permitted for-hire ground transportation operators. Recommends applicable regulations for operating at the airports and ensures compliance by permit holders.

Oversees rental car concession contracts including the competitive solicitation process to maximize revenues for the Airports Authority.

[DCA only] Oversees the taxicab permit system administration and coordinates establishment and enforcement of Airports Authority taxi regulations with the Police Department.

[DCA only] Oversees management and operation of the Fixed Base Operator (FBO) concession for the handling of general aviation aircraft from the FBO facilities.

Analyzes and evaluates external ground transportation business trends. Keeps abreast of developments and best practices in airport ground transportation operations and industry.

Oversees development and maintains systems to evaluate and monitor contracts and contractor operating and financial performance.

Leads or participates in various business meetings to ensure work is coordinated at all levels.

Reviews contract administration plans and files. Manages policies related to contracts and investigates problems. Develops and interprets contract and lease provisions.

Reports regularly to the Department Manager, Contracting Officer, Vice President and Airport Manager, and other executives.

Inspects contractor space, and products and services, with subordinate staff.

Provides financial and budgetary oversight, tracks expenditures, and makes recommendations to airport management on the parking and shuttle bus concessionaire and ground transportation curbside management contractor's proposed annual operating budget, and recommends adjustments as needed.

Provides oversight of research, analyses, and appropriate recommendations to support Airports Authority approval or modification of the concession contractor's operations.

Periodically responds to correspondence from, or meets with, concession managers, corporate, industry and government officials, and the general public. Develops and maintains effective relationships with local and corporate concession/management contractor leadership.

May act on behalf of the Airport Administration Department Manager during his/her absence.

Performs other duties as assigned.


QUALIFICATIONS

Six years of progressively responsible experience in contract management.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to apply business and industry best practices to developing strategic plans for, negotiating, and executing commercial leasing and concessions contracts.

Skill in reviewing or preparing contractual language and documents, budget and inventory reports, financial analyses, and formalized policies and procedures.

Knowledge of and ability to perform a full range of contracting functions relating to a variety of business operations and practices and the leasing of space.

Ability to make detailed analyses of data and information and make senior management and executive level recommendations.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.


PREFERRED QUALIFICATIONS

Experience with contracts management at an airport.

Active participation in or certification or training from the American Association of Airport Executives (AAAE), Airport Counsel International (ACI), International Parking Institute (IPI), or Airport Ground Transportation Association (AGTA).


EDUCATION

A Bachelor's Degree in Business Administration, Airport Management, Contract Management, or related field.


CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.


NECESSARY SPECIAL FACTORS

Operates vehicle landside and airside (requires AOA permit).

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to adverse weather conditions and dust/grease/dirt.

May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
