Job Details

Works within the Dam Safety and Maintenance Project Section and is responsible for operations and maintenance of the county's state-regulated dams and other critical stormwater and ensures compliance with regulations. Performs review and development of stormwater management facility rehabilitation and retrofit projects. Other duties include:
  • Oversees the operations and maintenance of the county's flood warning system infrastructure.
  • Serves as a mentor to other professional and paraprofessional team members.
  • Leads and develops project scope, schedule, estimates, contracts, designs, permits, stakeholder outreach, correspondence, and construction management.
  • Negotiates and administers engineering service contracts.
  • Performs engineering analysis, research, and project management for stormwater capital projects.
  • Ensures construction documents, and work products conform to applicable local, state, and federal requirements.
  • Provides quality control and quality assurance for all assigned work.
  • Promotes safety awareness and enforces safety procedures.
  • Participates in the development and implementation of an annual work plan and budget.
  • Coordinates interagency programs, responds to resident inquiries, and builds consensus with stakeholders.
  • Communicates matters with residents and stakeholders, both orally and in writing.
  • As a professional engineer, may be required to seal and sign engineering work.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS
Experience leading diverse groups of professional, technical and field staff in public infrastructure management including design, construction, and maintenance. Effective team leadership and program/project management skills. Experience with contract management. Knowledge and experience designing stormwater facilities and retrofits. Experience managing teams in the implementation of stormwater or environmental projects. Contract and budget management experience. Knowledge and experience with dam safety (design, inspection, operations and maintenance). Knowledge and experience with levee operations a plus. Excellent communication skills.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
  • DEQ Stormwater Inspection Certification - completion of first required training class within 12 months of hire.
  • certification within 12 months of date of completion of first required class.
  • DEQ Erosion and Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification within 12 months of date of completion of first required class.
  • DEQ Stormwater Management Plan Reviewer Certification - completion of first required training class within 12 months of hire and certification within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer as a condition of employment. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

PHYSICAL REQUIREMENTS:
Pushing, pulling, lifting, bending, stooping, walking, and climbing in and out of catch basins and manholes. Including, removal and replacement of manhole covers which weigh up to 50 pounds. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment including; hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. Protective equipment specific to confined space work includes hardhat, eye protection, safety toe boots, and atmospheric monitoring equipment. All duties are performed with or without reasonable accommodations.
