Seeking a passionate, dynamic leader to serve as a IT Program Manager, responsible for managing systems, applications, data development and maintenance activities for Fairfax County's automated tax, revenue and collections systems. Responsibilities include, but are not limited to:
  • Directs and executes technology needs for customer agencies - primarily the Departments of Tax Administration and Department of Finance and coordinating with supporting agencies as required - for determination of business functional requirements; leads the design, development, implementation and maintenance of compliant solutions including the business application(s), work flows, systems interfaces, portals, data repositories and reports and analytics that support the business functions.
  • Supervises several teams of IT professional, technical staff and contractors, and provides technical guidance to IT staff in assigned customer agencies, other stakeholders and other DIT divisions.
  • Develops project plans and budgets, allocates staff and resources for projects and system support, and prioritizes activities.
  • Collaborates with stakeholders to develop processes to provide the highest level of IT customer service, ensure customer satisfaction and continually improve IT service delivery.
  • Performs other duties as assigned.

Support development of best practices and initiatives that involve cross-functional coordination. Coordinate organizational and technical change management between multiple teams to meet a deadline. Identify and respond to risks and high-priority issues rapidly and effectively. Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to the following: Possession of a bachelor's degree in computer science, or closely related field; plus six years' experience in systems design, development, and maintenance in a large information systems environment, including considerable supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:Not applicable.

PREFERRED QUALIFICATIONS:
Three or more years of experience in a large public sector organization aligning business and technology strategy for a specific government or quasi-governmental function;
Demonstrated experience conducting process and analysis and requirements development with customer agencies;
Three or more years of experience in program or project management over technical teams for implementing or maintaining systems;
Three or more years of supervisory experience;
Experience developing project plans;
A career path that demonstrates increasing levels of responsibility and proven success delivering measurable program results;
Ability to manage time and juggle multiple priorities to execute high quality deliverables;
Skilled negotiator with proven experience finding creative ways to do more with less, and a track record of staying on budget;
Experience working in a fast-paced and highly cross-functional organization;
Excellent written and oral communications.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
May need to be available after normal work hours to support system maintenance and project work.

Work is generally sedentary, performed in a normal office environment. All duties performed with or without reasonable accommodations.
