The Health Department of Fairfax County is a progressive public health leader providing services that promotes population health, protect public health and the environment, and ensure residents' access to health services and information. Developing a competent public health workforce is integral to the department's mission. The Health Department looks to enhance its workforce with a dynamic and innovative leader to fill the Division Director of Health Services position.

Under the direction of the Deputy Director for Medical Services, oversees programmatic development, implementation and planning for the Division of Health Services in the areas of child, adolescent, and family services; integrated health services; public health clinics services; tuberculosis; long term care and support services ensuring successful achievement of the department's vision, mission and strategic objectives. The Division Director for Health Services provides leadership, professional guidance, supervision and oversight directly and through the Assistant Division Directors, professional and paraprofessional staff. Utilizes county workforce development framework processes and program management systems to evaluate and anticipate workforce needs. Develops policies, procedures, processes and best practices in support of the Health Services Division; develops the division's strategic objectives, performance measures and benchmarks; monitors progress and analyzes the program effectiveness in order to ensure a comprehensive array of services is available to county citizens. Oversees and manages division finance, expenditures, budget, and contractual services. Participates in the preparation of legislative proposals and prepares board items; writes reports and makes presentations regarding health services activities, programs, services and public health trends to Board of Supervisors, business and community organizations and other county departments, as appropriate. Coordinates various program activities with other areas of the Health Department, across divisions, and with other county departments. Builds and develops partnerships with community groups, state and other local health and human services organizations and serves on inter-jurisdictional or multi-agency committees, as assigned.

Required Knowledge Skills and Abilities

Extensive knowledge of the theories, principles and practices of nursing, community health nursing, public health and community health planning;
Extensive knowledge of the principles and practices of preventive health care, communicable diseases and epidemiology;
Knowledge of public health practice in the fields of patient care, population health and community health;
Knowledge of the principles and practices of public administration (including personnel, budgeting, accounting and management analysis) and the ability to apply them;
Knowledge of applicable federal, state and County public health laws and regulations;
Knowledge of current literature and new developments in public health, nursing practice and administration;
Knowledge of demography, statistics and research methodology;
Knowledge of the legislative and political process;
Ability to identify public health and nursing needs in the community;
Ability to function effectively as an interdisciplinary management team leader or member;
Ability to analyze data and draw sound conclusions;
Ability to solve problems and resolve conflicts;
Ability to develop, coordinate and implement goals/objectives and strategically plan division-wide;
Ability to plan and evaluate a comprehensive community health programs;
Ability to develop, analyze, and review methods and systems for health services delivery;
Ability to coordinate and implement organizational, personnel and program changes;
Ability to plan, direct and coordinate the work of a large staff;
Ability to communicate clearly and concisely, both orally and in writing ;
Ability to provide effective leadership; develop others through coaching and mentoring
Ability to establish and maintain effective working relationships with subordinates, coworkers, elected or appointed officials, public and private-sector organizations, community groups, and the public.

Employment Standards MINIMUM REQUIREMENTS:
Graduation from a National League for Nursing accredited college or university with a master's degree in nursing, public health or related field such as healthcare administration, public administration, community development or business administration; plus eight years of increasingly responsible full-time equivalent in nursing, public health or related field such as healthcare administration, public administration, community development or business administration, four of which must have been in an administrative capacity, including supervising professional staff in a public health setting.

PREFERRED QUALIFICATIONS:At least eight years of progressively responsible experience in a senior-level leadership role overseeing and/or managing public health service programs in the areas of child, adolescent, and family services, integrated health services, public health clinic services, tuberculosis, long term care and support services. Extensive knowledge and experience in public health, principles and practices of nursing, community health nursing, community health planning in a public health or healthcare setting. Thorough knowledge of and application of principles and practices of preventive health care, communicable diseases and epidemiology. Proven ability to establish and maintain effective working relationships; exceptional interpersonal skills and effectively communicate, both orally and in writing.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and job requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; ability to drive a motor vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations. NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position must complete a criminal background check, a check of the Child Protective Services Registry, driving record check, a sanction screen and a credit check to the satisfaction of the employer.

CERTIFICATES AND LICENSES REQUIRED:
Possession of current license to practice as registered nurse in the Commonwealth of Virginia.
