The ideal candidate will have a demonstrated record of success in capturing and winning large, complex opportunities and programs across the Federal Civilian Agency Market. This key team member must have proven experience in creating winning pursuit strategies and proposals that capture procurements greater than $75M in size. We seek candidates with proven leadership skills with the ability to help build a strong team environment and vector the appropriate resources to maximize business capture. The person must be willing and able to inject his/her experience and wisdom throughout the business development and marketing organizations, and be able to manage or coordinate deal teams with solution architects, functional experts, consultants, business development executives and subject matter experts to develop best-in-class proposals. It is also important that the Director have a 'Rolodex' of contacts and relationships within the IT/systems integration community and the government client community, specifically within the Civilian Agency accounts. The ability to structure key partnerships and alliances and to establish and grow new relationships is a critical success factor. The successful candidate must be intimately familiar with the maze of rules, regulations and idiosyncrasies that drive the Federal Government technology capture process. In summary, the successful candidate will be a highly regarded Capture Executive within the Federal Government arena. More specifically, he/she will: A Qualified Candidate Will Have: Demonstrated a successful record of leading and winning large-scale $100M captures and developing complex technical solutions Proven experience in building relationships with strategic teaming partners (prime and sub). Developed and mature key relationships within the customer's organizations Ability to operate independently but still retain an enterprise focus Responsibilities Work as a capture executive to pursue large-scale opportunities within the federal civilian marketplace. Identify and win executable business for federal civilian clients by applying expertise across the business development life cycle from opportunity identification through shaping, capture, proposal, and contract startup and execution. Leverage senior-level leadership and extensive community relationships within the federal civilian marketplace. Lead complex negotiations with industry partners to build teams in support of large complex procurements, lead capture for complex and technical bids, including identifying and comprehending clients' requirements and buying patterns, develop complex technical solution options, and build a cost-competitive industry team that can deliver client impact through a winning bid. Required Qualifications 12 years of experience with managing complex IT solutions and development capture efforts for federal civilian government clients Experience with developing and maintaining effective internal and external business relationships with clients and industry partners Experience with executing all phases of a large, multi-year capture effort successfully, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses Knowledge of the US government's acquisition process Ability to show expertise in business development life cycle and solution selling methodologies Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts Ability to lead teams and stakeholders throughout the capture process BA or BS degree Preferred Qualifications Experience in government service with one or more departments or agencies MA or MS degree preferred
