    Applicants must have at least one year (52 weeks) of specialized experience at the next lower level/band, the PE-I (or GS-12 equivalent), in the Federal service or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.

    Specialized experience is defined as either experience in evaluating or implementing federal programs to promote and ensure public health and respond to public health emergencies; or in evaluating trends and issues in private health insurance coverage and reform, including issues related to prescription drugs.   

    You must meet all qualifications requirements BEFORE the closing date of this announcement.

    There is no education requirement for this position.

    This is a bargaining unit position.

    Based on the staffing needs, additional selections may be made through this vacancy announcement.

    Travel and relocation expenses will not be paid for by the GAO.

    All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA’s):

    -Substantive experience with evaluating or implementing federal programs to promote and ensure public health and prevent and respond to public health emergencies or evaluating trends and issues in private health insurance coverage and reform, including issues related to prescription drugs.

    -Substantive experience or knowledge in areas such as: chronic and communicable diseases, disease surveillance, maternal and child health, mental health, prescription drug pricing, distribution of health insurance coverage, trends in health care costs, and health care system capacity.

    -Mastery of qualitative or quantitative research methods for identifying and analyzing public health policies and/or private health care market issues.

    -Skill and experience in designing program evaluations, including analyzing complex data regarding public health issues and/or private health care market issues.

    -Skill in conveying complex information through writing and oral communication in a concise and coherent manner.

    -Skill and experience in managing multiple tasks and assignments under tight time constraints.

    -Skill in leading and coaching others.

    -Skill and experience in leading or collaborating in a team-based environment.
