    SPECIALIZED EXPERIENCE REQUIREMENTS

    In addition to the Basic Educational Requirements, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

    At the GS-9 Level: In addition to the basic education requirements listed above, to qualify at the GS-09 level applicants must possess one of the following:

    A.  One year of specialized experience equivalent to the GS-07 grade level in the federal service performing engineering work which is defined as:

    • Experience providing support to office staff; supporting program Managers and other program personnel; and participating in the development of program planning guidance and plan reviews related to the oil and gas sector.
    • Experience assisting in site reviews of operational activities, assisting in the analyses of reviews and assisting in performing analyses, studies, and assessments of program operations within the context of the oil and gas industry.
    • Experience in assisting with the preparation of reports, disseminate information, and interpreting report data related to oil and gas exploration and production.

    OR

    B.  Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree that is directly related to this position.

    At the GS-11 level: In addition to the basic education requirements listed above, to qualify at the GS-11 level, applicants must possess on of the following:

    A. One year of specialized experience equivalent to the GS-09 grade level in the federal service performing engineering work which is defined as:

    • Experience providing support to Senior Program Managers; participating in the development of oil- and gas-related program planning guidance, reviewing plans, and analyzing operational activities, resource levels, milestones, and deliverables; and participating in reviewing project proposals, and evaluating various aspects of proposals.
    • Experience making onsite reviews of oil and gas field operational activities, developing summaries and analyses of reviews, and making preliminary recommendations; participating in performing analyses, studies, and assessments of program operations; and experience providing support to senior engineers and scientists, and providing information and analysis to senior staff for consideration.
    • Experience participating in compiling information on oil and gas program activities; maintaining contact with office staff, Headquarters and field office components, and outside stakeholder groups; maintaining liaison with other Headquarters and field offices, national laboratories, and outside stakeholder groups; and experience seeking the guidance of senior staff in areas where significant problems exist.
    • Experience attending staff meetings, oil and gas program/project reviews, budget presentations, and Congressional hearings; providing support to those proceedings; and participating actively in in-house proceedings by presenting data and offering recommendations in areas of restricted complexity.

    B.  3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.


    At the GS-12 level: Education cannot be substituted for experience. You must have one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as:

    • Experience developing oil-and gas-related project strategies and plans; reviewing implementation and other technical plans; reviewing complex program proposals; reviewing proposals for design, costs, and scheduling; and make recommendations regarding the acceptance, rejection, or modification of proposals. Experience assisting in reviewing and analyzing reports on program progress and performance and manage program performance.
    • Experience reviewing and analyzing oil and gas research project results; recommending when a research pathway has reached its limits and may need a course correction; conducting on site reviews of operational activities; and initiating discussions with managers and staff to ascertain program status, problem areas, and alternatives.
    • Experience preparing a variety of reports relating to the oil and gas activities of assigned program areas; disseminating information to concerned officials; serving as a point of contact and resource person in interpreting of report data and in the resolution of complex problems; and maintaining extensive contacts with immediate office staff and Headquarters components.

    • Knowledge of, and skill in applying, a wide range of engineering concepts, principles, standards, and methods and ability to interpret, apply, and modify such knowledge to adapt precedents or existing strategies and methodologies to meet unusual needs or special demands.  
    • Knowledge of related physical science and engineering fields including petroleum engineering, chemical engineering, mechanical engineering, chemistry, and other petro- and geophysical and engineering disciplines.
    • Knowledge and skill to understand and evaluate advanced oil and gas exploration, production research, program objectives and carry out assigned program activities and projects typical of the organization to which assigned.
    • Analytical skills to conduct research, studies, and analyses of engineering problems, to make sound engineering judgments, and develop sound conclusions and recommendations based on the findings from such study.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    BASIC REQUIREMENTS FOR GS-0801, GENERAL ENGINEER:

    A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the 7 areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    OR

    B. Combination of education and experience--college level education, training, and/or technical experience that furnished (1) thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    • Professional registration-Current registration as a professional engineer by any State, District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration.
    • Written Test-Evidence of having successfully passed the Engineer-in-Training (EIT) exam, or written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, District of Columbia, Guam, and Puerto Rico. 
    • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
