    You will be rated on the following competencies based on your application for this position. Applicants MUST possess experience that clearly demonstrates the following competencies. This experience and/or training MUST be reflected by descriptions of your experience in your resume:

    Competency 1: Ability to professionally interact with a variety of stakeholders and customers using oral and written skills.
    Competency 2: Ability to design business intelligence tools to extract data sets for data analysis.
    Competency 3: Ability to write and review complex code, SQL, and conduct ETL (extract, transform and load) reviews using Informatica or a similar tool.
    Competency 4: Knowledge of building an Oracle Repository and Data Marts.
    Competency 5: Ability to build reports using Oracle Business Intelligence Enterprise Edition (OBIEE).

    Physical Requirements: The work is typically performed in an adequately lighted and climate-controlled office. There are no special physical requirements. The Department of Veterans Affairs provides reasonable accommodations for persons with disabilities.

    You may qualify based on your specialized experience as described below. There is no provision for substitution of education for experience at the grade GS-13.

    GS-13: you must have one year of specialized experience equivalent to grade GS-12 in Federal or other service is qualifying.

    Specialized experience for this position may have been gained in a position that equipped you with the particular competencies needed to carry out the major responsibilities listed in this announcement. Experience querying and extracting data from information management systems (to include related data warehousing) and working with relational and non-relational databases using database technology is desired. Your application must show that you have:
    • Experience in an Enterprise Data Warehouse production environment, such as with ORACLE Business Intelligence Enterprise Edition (OBIEE) and Virtual Analyzer (or similar tools) for reporting;
    • Experience in developing code using Structured Query Language (or similar) that indicates a clear understanding of large relational databases;
    • Experience in developing ETL (extract, transform and load) algorithms to migrate large volumes of data into a star schema.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Applicants will be ranked based on three quality groups, as follows:
    • Highly Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
    • Best Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirement of the job;
    • Well Qualified - Applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
    Note: Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the minimum qualification requirements will automatically be placed in the best qualified category.

    Note: There is no provision for substitution of education for experience at grade GS-13.

    VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility may be discussed during the interview process.

    Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
