    BASIC REQUIREMENTS

    A. A 4-year course of study leading to a bachelor's degree with a major in any field; 

    OR

    B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contract, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for position they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

    In addition to the Basic Requirements listed above, applicants must also meet the following:

    For the GS-11 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized experience is defined as experience in performing analysis and reporting related Procurement System initiatives. Examples of specialized experience include: Researching operating procurement policies, procedures, and guides that regulate the provision of services to DOL agencies serviced.

    OR

    3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    CERTIFICATION REQUIREMENT:

    Applicant is required to be certified as Level I in the contracting career field as defined in the Federal Acquisition Certification for Contracting (FAC-C). FAC-C Level I certification must be completed and maintained within established guidelines.

    Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

    Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

    Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.

    Attention to Detail:  Is thorough when performing work and conscientious about attending to detail.

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview). Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc). The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings. Your resume MUST provide sufficient information to substantiate your vacancy question responses. If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
