Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Applicants must have at least one year of specialized experience equivalent to the grade 14 in the Federal service leading system development lifecycle implementation and maintenance of enterprise class business applications using SaaS/PaaS cloud platforms or hosted Commercial Off The Shelf (COTS) platforms, with applied use of Agile and/or iterative development methodologies and ensured business objectives were met within schedule and budget parameters.  

There is no substitutions for education.

Qualifications Required:

Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 “well qualified” for this position.  For more information, click here.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below.  Top ranked candidates will be referred to the selecting official for further review and consideration.

  1. Knowledge of applying principles, concepts, techniques and methods of systems and software design, development, and modification to the solution of business requirements sufficient to advise other IT experts on a situations and issues that involve applying new theories, concepts, principles, standards methods and practices.
  2. Knowledge of applying project management principles, methods, and practices including plan and schedule development, resource requirement estimation, milestone and deliverable definition, activity monitoring, and accomplishment evaluation and reporting.
  3. Knowledge of quantitative and qualitative analytical techniques to perform cost/benefit and other analyses.
  4. Knowledge of methods and tools used for risk assessment and mitigation of risks and knowledge of business process re-engineering
  5. Knowledge of acquisition and contracting strategies, task order development, performance-based contracting, and selection factors and skill in evaluating contractor proposals.
  6. Ability to communicate both orally and in writing.
