Position Information

Arlington County's Department of Community Planning, Housing and Development (CPHD) is seeking an Entry to Senior level technical and administrative employee to work under the direction of the Building Official and Field Services Manager. The employee will be responsible for reviewing construction documents, reviewing reports from Special Inspection agencies, and monitoring projects during construction to ensure compliance with Arlington County Special Inspection program requirements. This position has a career ladder. Employees who meet requirements and obtain both a commercial plan reviewer certification and a professional engineer license from the state of Virginia may earn up to $109,387.20.

Specific duties include:

  • Reviewing development and monitoring construction documents for compliance with the International Building Code, and the Virginia Uniform Statewide Building Code;
  • Reviewing field reports from special inspection agencies throughout all phases of on-going projects;
  • Interpreting and enforcing codes, regulations and ordinances;
  • Reviewing building plans for Commercial and High-Rise building, schools, and hospitals;
  • Performing daily field inspections to monitor and inspect ongoing construction to verify compliance with Building Codes and submitted special inspection reports;
  • Providing code consultation services to builders, developers, engineers, property owners, architects and other governmental agencies;
  • Attending state sponsored code update meetings; and
  • Representing the Division and the County at meetings and public hearings.
Assignments require analytical thinking and are performed in accordance with approved code standards and applicable legal ordinances and regulations.

The ideal candidate for Entry Level will possess the following:
  • Ability to communicate with engineers/designers, contractor and developers.
  • Ability to express oneself clearly and effectively, both orally and in writing.
The ideal candidate for Mid to Senior level will possess the following:
  • Considerable knowledge of applicable codes, statutes, regulations, and ability to apply modern principles and practices of the engineering/technical field;
  • Skill in negotiating agreements with engineers, developers, contractors, and governmental professionals to bring about compliance with applicable permitting, engineering, and code requirements;
  • Ability to establish and maintain effective working relationships among staff, community representatives, and representatives from other jurisdictions, and the ability to work effectively as a team participant;
  • Ability to acquire the knowledge of the legal mandates which define/limit the public service mission of the division and department;
  • Ability to express oneself clearly and effectively, both orally and in writing.

Selection Criteria

Minimum:
Structural Engineer I: Bachelor's degree in Civil Engineering or an equivalent discipline from accredited College or University, and must obtain the ICC Commercial Building Plans Examiner within one year of employment.

Structural Engineer II: Bachelor's degree in Civil Engineering or an equivalent discipline from accredited College or University, plus three years of structural plan design, review and/or related regulation compliance experience, and possession of ICC Commercial Building Plans Examiner certification and Professional Engineer license.

Substitution:
For the Structural Engineer II a Master's Degree in a related Engineering field may substitute for up to two years of experience.

Desirable: Preference may be given to applicants with one or more of the following:

  1. Experience with the International Code Council (ICC) codes in commercial (and/or high rise) building design, construction or plan review.
  2. Experience in the design of high rise or critical structural building.

Special Requirements

  1. Employee MUST take the Virginia Code Academy Core Training Module, Plan Review Structural, and Plan Review Non-Structural Training Modules, and must successfully pass the Virginia State Building Plans Examiner examination within one year from the initial date of hire or possess Virginia Building Plans Examiner certification at time of employment.
  2. Applicant must possess or obtain, by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Additional Information

Salary Information:

  • Structural Engineer I --- $64,272.00 - $98,176.00
  • Structural Engineer II --- $71,593.60 - $109,387.20

Physical Condition: Must be in good physical condition to conduct daily field inspections and to lift 30 - 50 pounds of related work documents and equipment.

This position is part of a career program that establishes developmental requirements and certifications in additional plan review specialty areas. Entry salary is based on a review of qualifications and experience. Position may be filled at a level I or level II based on qualifications and appropriate certifications.

This is a 40 hour a week position with flexible hours generally between 7:00 a.m. and 4:00 p.m. Monday through Friday.
