Position Description: Position Summary Associated Universities, Inc. (AUI) is pleased to announce an exciting opportunity for a Benefits Manager who is responsible for development, implementation, communication and administration of a competitive and comprehensive benefits package. The overall focus of the position is: 1) to align AUI benefits with corporate human resources strategy; 2) to actively participate in the fiscal management of benefits costs, including ongoing monitoring to ensure they remain within the accepted budget parameters; 3) to actively manage the varied operational, compliance and reputational risks associated with employee benefits; 4) to productively engage industry expert, third-party advice on benefits matters and benchmark AUI benefits against the market to assess competitiveness; and, 5) to develop strategic communications and relationships with stakeholders in benefit matters, in support of the above. Supervises personnel assigned to benefits administration, including training; planning, assigning, and directing work. The position will be located at either our headquarters in Washington, DC or our facility in Northern Virginia. AUI provides excellent paid time off benefits (vacation and sick leave). Medical, dental and vision plans are effective first day of employment. After one year of employment, AUI's retirement benefit contributes an amount equal to 10 percent of a qualified participant's base pay. No contribution is required of the employee; we also offer an optional supplemental, tax-deferred plan for employee retirement contributions. Job Duties Summary Benefits Administration and Strategy: * Responsible for the administration of health and welfare benefits including, but not limited to, medical, prescription drugs, dental, vision, life insurance, health savings accounts, retirement, and voluntary benefits. * Responsible for the execution of annual benefits open enrollments and other periodic enrollments, via a formalized process, which ensures transparency and accountability in decision-making, and exactitude in implementation. * Plays a key role in the administration and management of the AUI retirement plan (401a, 403b, 403b Roth, 457b). Serves on the AUI Retirement Committee and acts as a plan fiduciary. The role requires direct relationships with vendors, investment review consultants, and legal counsel. * Provides direction to brokerage firm in the research and development of new benefit plans or revising existing benefits plans and for future projects. * Responsible for maintaining effective relationships, planning, and oversight of benefits vendors, ensuring that contractual obligations and servicing needs are met. Participates in the drafting and reviewing Requests For Proposal (RFPs), evaluating proposals/venders, and reviewing/negotiating contracts. Benefits Cost Management: * Works closely with AUI Corporate and the Head of Observatory budgets to develop and monitor the health and welfare benefits budget. * Responsible for benefits reconciliation to avoid unallowable costs and/or non-payments of expected benefits. * Monitors and provides timely reports of key benefit-related statistics, with actual versus planned claims data, on a monthly and cumulative basis, to identify seasonal trends, develop reasonable forecasts, and inform corrective actions and strategy development. Benefits Compliance & Audit: * Responsible for benefit plan compliance with federal, state, and local statutes and regulations. * Reviews all details of benefits contracts, seeking appropriate advice from brokers and legal counsel to ensure a comprehensive understanding of the contractual terms and conditions. Acts as the organization's expert on the benefits contractual details, ensuring internal stakeholders are aware of key terms and conditions that may have an impact on liabilities. * Provides management information systems (MIS) personnel with accurate benefit plan descriptions. Ensures, through testing and auditing, accuracy in monetary and percentage rate deductions, benefits and accruals are calculated correctly, per appropriate frequencies, effective dates, and qualifying events, and in accordance with the relevant benefits agreements and regulations. * Plays a key role in working with appropriate internal divisions to design, develop, improve and/or implement cost-effective and employee/entity-responsive administration systems for employee benefit plans. * Manages vendor audits and required plan audits to agreed schedules and well-defined scopes of work. Ensures the internal review and timely submission of legally required documents such as annual Forms 5500, ASR715 reporting, ACA ESR reporting, etc. Benefits Communications: * Develops and provides trainings and on-going communications to management and staff to promote comprehension of the benefits package. * Works with HR to ensure consistent and high quality service is provided. When escalated, resolves complex employee benefit plan issues. * Provides guidance to managers and staff on benefits related issues. Works closely with site HR Managers, AD of Human Resources, and legal counsel, as necessary, to provide appropriate direction for benefit related employee relation issues. * Works with Human Resources to develop and update policies related to health and welfare benefits, and procedures manuals, such as the Benefits Administration Handbook to comply with federal, state and local laws and regulations and organization procedures. Position Requirements: Minimum Education Bachelor's Degree is required. Professional certifications such as Certified Employee Benefits Specialist (CEBS), Certified Benefits Professional (CBP), Brokers license, and/or SPHR highly preferred. Minimum Experience Five years of progressively responsible hands-on experience in benefits management, including planning, administering, managing, researching and designing of programs. Competency Summary * Thorough knowledge of applicable federal, state, and local laws and regulations governing benefits and employment practices. * Working knowledge of HRIS and related reporting. * Ability to communicate effectively, both orally and in writing, with employees, management, and vendors. * Ability to exercise tact and diplomacy to resolve sensitive human resources issues. * Must be strategic, analytical and detail-oriented. * Exceptional organizational skills with strong attention to detail, follow-up, and problem resolution. * Mathematical aptitude and analysis skills.
