  • As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described above.

    The maximum entry-age for this position shall not exceed age 37, unless you have sufficient prior Federal civilian law enforcement [ or firefighter, if applicable] experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in a loss of eligibility to receive a waiver of the maximum entry age requirement.

    This position requires that the incumbent meet inital and continuing qualifications in the use of firearms. Within the first 120 days of being appointed the selectee must successfully complete or have completed the eight-week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA, or an equivalent course.

    This position is required to participate in appropriate physical training consistent with departmental law enforcement and security standards. Please see the evaluations section of this announcement for additional requirements.

    Mandatory Technical Qualifications

    1.  Demonstrated executive level ability to lead law enforcement, security, and intelligence management programs in a large, geographically-dispersed organization. 

    2.  Demonstrated executive level ability to collaboratively work across organizational (federal, state, local, and tribal) lines in implementing law enforcement, security and intelligence programs. 

    3.  Expert knowledge of and demonstrated competency in the application/implementation of the full range of land management law enforcement, and security laws, regulations, policies, and programs. 

    You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive.  To be considered for this position, all applicants must address each of the technical qualifications listed below.  Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below.  Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.  EACH TECHNICAL QUALIFICATION AND EACH ECQ MUST BE ADDRESSED SEPARATELY.     Medical Requirements
    The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.  Arms, hands, legs, and feet must be sufficiently intact and functional in order that applicants may perform the duties satisfactorily.  Sufficiently good vision in each eye, with or without correction, is required to performance the duties satisfactorily.  Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters.  Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.  Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability.  Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. 

    This position does not have a positive education requirement.

    The applicant selected for this position will be required to file a Financial Disclosure Report, SF-278, and the supplemental form, Confidential Statement of Employment and Financial Interest, DI-278. All forms must be filed within 30 days after the selection for this position

    The sensitivity level of the position requires completion of a successful background investigation of the selectee. Prior to appointment, all applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.
