    BASIC REQUIREMENT: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 grade level that demonstrates:
    • Developing written and oral reports concerning the domestic and/or international transportation of agricultural commodities.
    • Performing analyses related to supply, demand, commodity prices, transportation rates and services, regulations and current events which can affect the movement of various agricultural commodities.
    • Researching, evaluating, and presenting applied economic data; and acquiring, processing, and analyzing data sets. Conducting reviews of economic literature, preparing technical reports/policy briefings, and communicating results to a variety of groups and individuals.

    OR Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Economics or a closely related field.

    Equivalent combinations of education and experience are qualifying for this grade level.

    FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
    • Independently applying methods of analytical, mathematical, or statistical principles and practices as related to supply, demand, commodity prices, transportation rates and services, regulations and current events, which can affect the movement of various agricultural commodities.
    • Utilizing various analytical processes and techniques such as: setting up the problem, conducting background research, collecting and evaluating data, displaying data for analysis, formulating mathematical expressions, drawing conclusions, and determining transportation implications resulting from changes in the agricultural markets.
    • Independently analyzing data using relevant economic methods; and identifying implications of the findings as they relate to an agricultural transportation related issue; and/or experience preparing and presenting research summaries and other technical reports to a variety of groups and individuals, such as making project presentations to audiences at conferences or workshops.
    Note: There is no education substitution for this grade level.

    COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.     • This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation is at the discretion of the supervisor.
