  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 541 within 6 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field R Level I. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • NO-05: Have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting security reviews on computers and networks that are used in general Information Technology (IT).
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Work with a team of computer, network, and security engineers from the United States Navy communities in analyzing, and maintaining appropriate networks for classified networks sponsored under national agencies.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing Subject Matter Expertise in certification and accreditation of Department of Defense (DoD) and Federal information systems.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: developing processes necessary to independently plan, organize, and conduct complex requirements analysis for Command and Control Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) systems.

    In addition to the experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-12) or (NO-04) pay band in the federal service or equivalent experience in the private or public sector applying and developing new and improved cybersecurity concepts, principles, and techniques; AND assisting with the design of network and Information Assurance (IA) architectures.

    NO-04: Have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitor Computer Network Defense (CND) network to actively remediate unauthorized activities.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing Subject Matter Expertise in acquisition, certification and accreditation of Department of Defense (DoD) & Federal information systems.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide Subject Matter Expertise on accreditations and act as the validator for the system.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Conduct assessments of threats and vulnerabilities, and develop and/or recommend appropriate mitigation.

    In addition to the experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-09) or (NO-03) pay band in the federal service or equivalent experience in the private or public sector performing work involving cybersecurity (such as conceptualization, design and development); AND assuring new Information Technology (IT) systems meet the organization's information assurance (IA) and security requirements.

    NO-04:
    You must have successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    You must have successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.     Position has been designated as a Cyber IT/cybersecurity Workforce position in specialty area 541 as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF program requirements of SECNAVM-5239.2 which include:
    1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
    Per SECNAVINST 1543.2, Cyber It/CSWF individuals shall participate annually in 40 hours of continuous learning (CL) activities to be documented in a current individual development plan (IDP) signed by both the employee and supervisor.

    Generally, current Federal employees applying for STRL jobs must serve at least one year at the next lower grade level. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

    This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

    The pay schedule and pay band for all Administrative Positions will be NO-1/2/3/4/5/6.
