An Overview
The City of Alexandria's Finance Department is looking for an experienced, diligent, and collaborative Revenue Analyst III to join our team. As a member of the Revenue Division, the Revenue Analyst III works performs complex tax collections tasks and assesses local business and personal taxes for the City of Alexandria. The Revenue Analyst III administers the City's Personal Property Evaders Program, the Elderly and Real Estate Relief Program, and participates in the pursuit of collections on delinquent accounts. This position reviews all tax returns for accuracy and completeness, inputs tax data into the City's assessment and billing system, and ensures accurate billing, collection, and posting of taxes.  The Revenue Analyst III performs their work under the general supervision of the Discovery and Collections Manager. A significant aspect of this work involves use of the City's business tax system, RevenueOne.

What You Should Bring
The ideal candidate is a financially-minded and detail-oriented professional with good communication skills who can manage high volume of data and multi-task effectively. Additional knowledge, skills, and abilities include:

  • Knowledge of Virginia State law and City ordinances concerning local taxes, including tax relief and enforcement programs;
  • Knowledge of collections and discovery operations;
  • Knowledge of an accounts receivable system in a large organization;
  • Skill in conducting substantive research;
  • Skill in customer service and client relations;
  • Ability to analyze and audit financial tax records;
  • Ability to communicate effectively, both orally and in writing.


The Opportunity – Examples of Work

  • Facilitate collection of delinquent Real Estate, Business, and Vehicle Personal property tax accounts through combination of US mail, email, phone, and in-person communications;
  • Execute and administer all distress/distraint collection actions on delinquent tax and general fee accounts, as defined by the Virginia Code, including bank, wage, court and rent liens, Debt-Set-Off and DMV registration hold programs, publication of high balance tax accounts, and collection agency referrals;
  • Evaluate and determine eligibility of delinquent taxpayers for official payment plan agreements, and monitor to ensure compliance with terms;
  • Research tax records, State and local laws/ordinances, administrative procedures, and public records, including Court documents, to resolve taxpayer inquiries related to delinquent accounts;
  • Maintain records of all contact made with, actions taken against, and payments received from delinquent taxpayers as a result of collection correspondence issued and/or actions taken;
  • Ensure the accuracy and completeness of account information prior to taking collection actions;
  • Maintain monthly collection performance by tax types, and prepare summary report for Discovery and Collections Manager;
  • Provide guidance to taxpayers who have failed to fulfill their obligations, including in person interviews;
  • Administer the Finance Department's vehicle discovery program, RADAR (Research And Discover All Registrations), by researching reported "tax evader" vehicle license plate information to determine situs in the City and potentially assess personal property taxes to the vehicle owner(s) under the laws of the State of Virginia;
  • Performs related work as required. 

About The Department
The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that serves both members of the public and the other departments of the City itself. The Finance Department has seven divisions and in fiscal year 2019 is operating with a total budget of $13.5 million and 104.25 FTE positions. The main responsibilities of the Finance divisions are as follows:
  • The Revenue Division assesses personal property (car tax), meal sales, transient lodging and other taxes, as well as issuing business and professional licenses;
  • The Treasury Division bills, collects, invests, and manages all City monies;
  • The Real Estate Assessments Division appraises each parcel of real estate in the City, the value of which is used to bill for the real estate tax;
  • The Purchasing Division is responsible for centralized City procurement;
  • The Accounting Division maintains records on the financial operations of the City and prepares the City's monthly and annual financial reports;
  • The Pension Division manages pension plans for City employees; and
  • The Administration Division provides executive-level strategy and direction via the Director and Deputy Director and administers the department's budget, human resources, and performance management. This division also provides risk management services for the City and manages the City's enterprise resource planning (ERP) system, Munis.
