    All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:

    GS-05: One year of specialized experience equivalent in difficulty and complexity to at least the GS-04 level in the Federal Government.  Basic knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician with supervisory guidance.  Basic knowledge of BOR, Program and Budget operations and general knowledge and understanding of the various programs, activities and the budget and accounting system. General knowledge of a wide  range of financial and budgetary regulations and directives to carry out a variety ofroutine and non­ routine.transactions. Working knowledge of automated budget-related databases and the capability to use them effectively with necessary training. Ability to analyze details in order to identify and apply significant data in prepari1\g budget estimates and reports. 

    GS-06: One year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal Government.  Working knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician work independently with only minimal guidance. General knowledge of BOR, Program and Budget operations and intermediate knowledge and understanding of the various programs, activities and the budget and accounting system. Intermediate knowledge of a wide range of-financial and budgetary regulations and directives to carry out a variety of routine and non-routine transactions. Intermediate knowledge of automated budget-related databases and the ability to use them effectively. Ability to analyze details in order to identify and apply significant data in preparing budget estimates and reports. 

    GS-07: One year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in the Federal Government. In-depth knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician work independently with only minimal guidance. General knowledge of BOR, Program and Budget operations and thorough knowledge and understanding of the various programs, activities and the budget and accounting system. In-depth knowledge of a wide range of financial and budgetary regulations and directives to carry out a variety of routine and non-routine transactions. In-depth knowledge of automated budget-related databases and the ability to use them effectively. Ability to analyze details in order to identify and apply significant data in preparing budget estimates and reports. 

    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:

    GS-05: 4 years above high school.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    This vacancy announcement allows substituting education for experience.     You will be evaluated for this job based on how well you meet the qualifications above.

    Human Resources (HR) will review resumes and transcript(s) if applicable, to ensure applicants meet the basic qualification requirements. We will evaluate each applicant who meets the basic qualifications on the information provided in the assessment questionnaire. The assessment questionnaire will take approximately 20 minutes to complete. Applicants determined best qualified will be referred to the selecting official. 

    Applicants will be further evaluated on the following “Knowledge, Skills and Abilities (KSAs)” through your resume and responses to the online questions. 

    --Knowledge of the various interest groups and stakeholders to ensure adequate understanding of the influences, needs and expectations associated with assigned programs.

    --Skilled in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in programs, plans and resources.

    --Knowledge of analytical approaches and techniques to develop program guidance and solutions to complex and varied problems in assigned areas.

    --Skilled in adapting and applying guidelines and resolving conflicts in guidelines that are not in agreement with stated budget directives. 

    --Skilled in analysis, research and innovative problem solving.

    Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category.
