    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is defined as the following: 1) experience in evaluating the progress of programs, projects and/or processes; 2) experience planning and conducting analyses and reports; and 3) experience with providing recommendations and administrative support to executives and managers.

    Education cannot be used to substitute for experience at this grade level.

    Project Management and Administrative - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
