As Deputy Assistant Administrator (DAA) for Human Capital (HC), you will assist the Assistant Administrator (AA) in managing the effective and efficient delivery of the full range of Human Resources services. In support of the Assistant Administrator, the DAA's responsibilities may include: Developing and disseminating innovative HC policy consistent with Aviation and Transportation Security Act authority; managing HC and providing tactical direction and expertise on human resources servicing and development matters; managing and evaluating HR services and products delivered via strategic outsourcing; advising on the full range of HR programs, products, services and policies; and overseeing the appropriate use of resources. In concert with the AA for HC, you will serve as an advisor to the Executive Assistant Administrator and Deputy Executive Assistant Administrator for Enterprise Support, executives and managers on issues relating to human resources management, including operations, performance, policies and procedures. You will prepare well-researched and comprehensive written materials on a variety of human resources issues to accomplish the work and improve effectiveness of day-to-day operations. You will identify, analyze and address complex human resources issues, office interrelationships and the current and future impact of decisions to ensure adherence to established policies and procedures. Duties include: Overseeing the day-to-day operations and activities within HC to ensure all operations, products and services provided by HC are completed in a timely manner for TSA and HC mission success in the areas of Workforce Programs, Human Capital Policy, Recruitment and Hiring, Information Systems, Contracting and Personnel Services, Business Management and Communications. Developing plans, measurement indicators and surveys to assess HC programs to ensure fulfillment of TSA and HC objectives and goals. Ensuring subordinates provide timely customer service and accountability to TSA program offices on matters pertaining to Human Capital. Using knowledge of the concepts, principles, federal policies and regulations of staffing and recruitment, position management, compensation and benefits, employee relations, performance management, training and development, succession planning and executive personnel, as demonstrated by a comprehensive understanding and/or experience in multiple areas of human resources management. Coordinating with DHS Deputy Chief Human Capital Officer, Chief Learning Officer and counterparts in DHS components on human capital programs, initiatives and issues. Developing and managing the TSA administrative appeals processes covering the TSA workforce (Disciplinary Review Board, Professional Review Board). Conducting briefings, counseling management and employees and justifying and defending approaches and decisions in resolving complex human resources issues. The series/grade level is SW - 0201 02, and the position may require travel up to 25 percent of the time with little advance notice. You must complete a favorable Single Scope Background Investigation (SSBI). You must be able to obtain and maintain a Top Secret clearance. You must pass drug screening and be subject to random drug tests. Other Information: The TSA, an excepted service agency, was established by Public Law 107-71, the Aviation and Transportation Security Act (ATSA), on November 19, 2001. ATSA provides TSA with the authority to modify and develop its own human capital program, provided such modifications are consistent with 49 USC 40122. This is an excepted service position. However, there is an interchange agreement with the Office of Personnel Management (OPM) and TSA that enables Career Transportation Security Executive Service (TSES) members who have been approved by the Qualifications Review Board at OPM to qualify for Senior Executive Service (SES) positions without additional competition. You will be required to serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position. When you enter on duty, you will be required to complete a Public Financial Disclosure Report, OGE Form 278. You will need to provide this information annually.
