Position Overview: PROGRAM DESCRIPTION The NCI Cancer Imaging Program fosters advances in in vivo medical imaging sciences through support of basic and applied research in cancer imaging as well as promotion of imaging in clinical trials in order to gain greater understanding of the pathways of cancer biology for the benefit of cancer patients and people at cancer risk. The CIP Informatics Lab, part of the Frederick National Laboratory for Cancer Research, manages the Cancer Imaging Archive (TCIA) with the objective to increase public availability of high quality cancer imaging datasets for research, support NIH data sharing requirements for the cancer imaging community, enhance reproducibility in research, and create a culture of open data sharing and collaboration among cancer imaging researchers. The CIP Informatics Lab also supports the development of new technologies and methodologies such as clinical imaging data de-identification and curation, radiomics and image characterization, AI and deep learning, and integrative, multi-disciplinary data analysis (eg radiogenomics). The Lab provides leadership, expertise, and imaging data support to NIH program activities such as the Quantitative Imaging Network (QIN), Informatics Technology in Cancer Research (ITCR), CPTAC, and APOLLO and NCI efforts to create a Cancer Research Data Commons infrastructure. KEY ROLES/RESPONSIBILITIES-THIS POSITION IS CONTINGENT UPON FUNDING APPROVAL The Scientific Project Manager I is responsible for providing scientific leadership and guidance to the operations of the CIP Informatics Lab. Specific responsibilities include: Scientific oversight and project management of multiple imaging proteogenomics research activities which will be built upon TCIA data collection efforts Assist the head of the laboratory in drafting statements of work and reviewing deliverables of subcontracts Provides overall scientific project management oversight and maintains coordination and communications among all parties Serve as a scientific authority and mentor to the lab team members Monitors progress against plans and provides status to senior management using project/program management tools and techniques to organize, plan, track, coordinate, execute, report, and evaluate program projects and objectives Maintains coordination and communication between research operations, program management, and team members, prepares meeting minutes and follow up to action items Assists in the preparation of scientific data reports and data analysis Preparing and managing multi-tiered project documentation and technical project coordination with lead scientist's/study directors Stay abreast of current research techniques and remain knowledgeable in pertinent areas through reading literature and by attending scientific presentations Interfaces with government officials, primary investigators, program specialists, Leidos Biomed executives, and other staff Performs assignments independently but may be subject to supervisory or appropriate project staff oversight as needed Composes and edits various program and technical communications, including presentations, standard processes and other communications This position may travel up to 15% This position is will be primarily teleworking, but the client's office is based out of Rockville, MD and in-person attendance of meetings may be required occasionally BASIC QUALIFICATIONS Possession of a PhD degree from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for US equivalency In addition to educational requirements, a minimum of two (2) years progressively responsible experience in program/project management Must be able to obtain and maintain a security clearance Knowledge of contract management Ability to provide scientific and technical direction to subcontracts Strong written and oral communication skills Demonstrated ability to critique and evaluate scientific relative reports Strong skills in planning and managing of projects with significant scientific component, including oversight of related resources Knowledge of advanced scientific processes in cancer imaging research Ability to oversee, coordinate, prioritize, track and report multiple concurrent projects, including those of a collaborative nature Ability to work in a busy clinical research setting, both independently and within a team Ability to communicate effectively with high-level personnel Experience in relationship and partnership building in multi-cultural settings and interdependent agencies PREFERRED QUALIFICATIONS Demonstrated experience with image processing applications Fluency using Python Familiarity with high-performance computing environment General experience in machine learning approaches Familiarity with libraries for neural network applications (eg TensorFlow, PyTorch, Caffe, CNTK) Familiarity with latest image processing techniques Ability to work effectively in a Linux operating environment Experience with application development using high-level languages Demonstrated ability to telework Ability to independently design and conduct experiments Must be detail oriented Ability to prioritize multiple tasks/projects Ability to work independently and within a team environmentEqual Opportunity Employer (EOE) | Minority/Female/Disabled/Veteran (M/F/D/V) | Drug Free Workplace (DFW)
