    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    SPECIALIZED EXPERIENCE:

    A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal Service.

    Specialized experience for this position is defined as: providing management and technical oversight for information technology (IT) operation and implementation of systems security plans, policies, procedures, guidelines, related operational and technical control processes and reporting, systems analysis, and design and development activities.

    • Skill in applying advance IT principles, concepts, methods, standards, and practices to accomplish assignments.
    • Knowledge of Federal regulations, standards, guidelines, orders, and directives relating to IT governance, new IT application systems, emerging technologies, and their applications to the strategic business process.
    • Ability to monitor activities, evaluate and report on accomplishments used to develop solutions to integration/interoperability issues, design, develop, and manage systems that meet current and future business requirements.
    • Knowledge of application software security development lifecycle management.
    • Skill in planning, developing, and managing activities relating to the continuous quality and process improvement in information systems operations.
    • Ability to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management on complex/controversial issues, both orally and in writing.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
