FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (NT-03 or GS-09 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying and resolving issues or problems using analysis and evaluation following established written procedures or guides related to administrative practices of business operations projects for programmatic support, acquisition support, security clearances, human resources support, or records management support.

IN LIEU OF EXPERIENCE EDUCATION MAY BE SUBSTITUTED if one or more of the following are met:

A. I have successfully completed a Ph.D. or equivalent doctoral degree. OR
B. I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR
