Labor Relations and Policy Specialist
Serves in the Labor and Employee Relations Department in the Office of Human Resources and Administrative Services in the Headquarters Office.
Provides guidance, recommendations and assistance to Airports Authority management on employee issues, conduct and discipline issues, adverse actions, and performance actions concerning union and non-union employees. Conducts labor negotiations, and counsels employees on their rights. Performs related functions.
Represents the Airports Authority in arbitrations, appeals, administrative hearings, and before the Employee Relations Council (ERC) for impasse, negotiability, representation matters, and Unfair Labor Practice (ULP) proceedings.
Represents the Airports Authority in day-to-day contacts with employees (unionized, non-unionized, management) concerning issues of conduct, performance, discipline, grievances and appeals, apprising management accordingly.
Advises management on a myriad of employee problems and the appropriate actions to take that comply with Airports Authority policy, state, and Federal regulations and statutes.
Conducts the ERC reappointment process and serves as primary liaison with the ERC on day-to-day issues.
Plans and conducts arbitration hearings and participants as well as disciplinary and grievance meetings with outside counsel and management.
Researches administrative law and statutes to identify current or potential impact on the Airports Authority's individual cases and general situations and provides guidance to VPs, managers, and supervisors on employment laws and regulations, working through and with the Airports Authority's Office of General Counsel for guidance and legal opinions.
Advises non-union employees on their rights in all matters of conduct and discipline, performance, working conditions, improper treatment, or any issue that may be categorized as a grievance or action that may be appealed.
Advises management on Office or Department standards and statutory guidelines concerning fitness for duty issues, coordinating evaluations and information with the Airports Authority Medical Service provider, and complying with the Health Insurance Portability and Accountability Act (HIPAA) to ensure privacy and confidentiality.
Conducts administrative investigations for disciplinary and Employee Hotline complaints.
Negotiates labor contracts, programs, policies, and modifications to contracts with union stewards and officials, serving as chief spokesperson of the management team, as assigned.
Serves on management team in contract negotiations and other meetings with union stewards or officials including identification and study of issues which may be raised by the union, analysis of union proposals, and development, presentation and modification, if any, of management's position.
Reviews and revises all Airports Authority policies and directives for content and consistency. Develops, reviews or technically assists with documents which establish/ implement labor/employee relations programs.
Responds to agencies/offices requesting information on former employees seeking unemployment benefits.
May serve as Labor and Employee Relations Manager in his/her absence.
Performs other duties as assigned.
Six years of progressively responsible experience in industrial and labor relations .
Knowledge of, and ability to apply, public sector labor/employee relations regulations, principles and practices.
Knowledge of, and ability to apply, state/Federal unemployment and worker's compensation laws/regulations.
Knowledge of the full range of HR programs, policies, and practices.
Ability to speak and write effectively with emphasis on writing/revising policy directives.
Ability to perform detailed analyses of data and information and make recommendations.
Ability to maintain strict confidentiality regarding employee and case information
Ability to use computer hardware and modern office suite software.
A Master's Degree in Industrial and Labor Relations, Human Resources Administration, or Public Administration.
Experience working in employee and labor relations in the public sector.
A Bachelor's Degree in Industrial and Labor Relations, Human Resources Administration, Public Administration, or related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.
A background security investigation will be required for all new hires.
