Primary responsibilities are to interview applicants, obtain and verify all income, assets, and family composition to establish initial applicant eligibility for the Housing Choice Voucher (HCV) Program and Project Based Voucher (PBV) Program. Conducts voucher briefings, explains program rules and requirements, and coordinates move-in inspection. Advises landlords on program requirements, including rent reasonableness, housing quality standards, and calculation of housing assistance payments and/or tenant portion of the rent. Investigates program abuse and conducts informal reviews. Must have exceptional customer service skills and have a working knowledge of federal housing programs administered by the agency and collaborate to improve or strengthen networks within the county, to promote family self-sufficiency and stability. Assists external and internal customers in the resolution of housing-related issues, making appropriate referrals, answering general questions related to housing programs, and other housing resources available throughout Fairfax County. Performs data entry, runs reports, ensures accuracy of data entered in computer database, and paper file. Manages timeliness and accuracy of caseload and issues notifications according to federal, state and local laws. Affirmatively furthers fair housing opportunities for clients, including reasonable accommodation requests and should be able to explain complex program rules to diverse populations.

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience and training equivalent to: graduation from an accredited four-year college or university with a bachelor's degree in sociology, psychology, public or business administration, counseling or a related field , plus two years of experience in the field of human services, Choice Voucher, real estate, homeownership, relocation, or property management.

CERTIFICATES AND LICENSES REQUIRED:
HCV Occupancy Certification required within 18 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Progressive experience with achieving excellence in the delivery of programs/services to low and moderate-income families, including Housing Choice Voucher (HCV), Project Based Voucher (PBV), Public Housing (PH), and/or Low-Income Housing Tax Credits (LIHTC).
  • Possess working knowledge in the administration of the portability process.
  • Experience interpreting and administering complex regulations and performing mathematical computations.
  • Excellent oral and written communication skills.
  • Ability to adhere to strict standards of confidentiality and ethical conduct.
  • Experience with Microsoft software used for implementation of housing programs, such as Yardi, a plus.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
