The Fairfax County's Health and Human Services (HHS) organization is comprised of ten agencies totaling approximately 4,000 staff with a total budget size of general, special and grant fund support of $800 million dollars. The Office of Strategy Management (OSM) for HHS executes the strategic vision and priorities of the entire organization under the leadership of the Deputy County Executive of HHS. As a member of OSM's senior management team, leads efforts associated with the advancement of an integrated business model for HHS. Working in partnership with the centralized Department of Information Technology (DIT), proposes direction and advises on the implementation of key projects across eight local agencies. Projects focus on the creation of a client-centric, data-driven organization through use of modern technology, improved business processes, and the sharing and integration of data.

Major areas of responsibility:
  • Plan, manage and direct the implementation of the HHS Integrative Information Technology Roadmap, the Health Care Services Information System and the HHS integrated data warehouse.
  • Serve as the interagency HHS lead on business integration, working with various agencies and key business, clinical and programmatic staff.
  • Liaise with a variety of internal and external stakeholders and provide direct staff support to the Deputy County Executive for HHS, the Director of OSM, the Director of DIT, the HHS IT Governance Board and a variety of additional internal boards and workgroups.
  • Work with the Office of the County Attorney for advisement on data sharing and integrated analytics.
  • Lead and manage business process mapping in collaboration with key staff in both HHS and other county agencies.
  • Manage OSM's Business Integration Team as they gather, compile and report on a broad array of data and IT system needs.
  • Matrix-manage large groups of interdisciplinary staff in the analysis of business processes and data from disparate sources of information to inform policy making for HHS.
  • Advise on the creation of policies, procedures and protocols as they relates to integrated data, business process and technology.
Key Abilities and Skills:
Ability to build project plans; establish project timelines, milestones, and deliverables; identify, document, manage and resolve project issues and risks; implement and evaluate measures of success in meeting desired outcomes; facilitate communication, meetings, and collaboration and with cross-functional (technical and business users) teams; function effectively as an interdisciplinary management team leader or member; and collaborate across organizational boundaries to find common ground with a widening range of stakeholders.

Any combination of education, experience and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in public or business administration, social services, human services, or a related field; plus five years of professional experience in social services or human services, two years of which must have included supervising professional staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
The ideal candidate has knowledge, experience and demonstrable success in the following:
  • Master's degree preferred in a related field and/or formal training in project management.
  • Expertise and strong ability to build project plans, establish project timelines, milestones, and deliverables.
  • Knowledge of organizational structure, policies, principles and business processes in the human services field.
  • Experience using or implementing information systems or information technology solutions in a complex multi-agency environment.
  • Solid understanding of issues, risks, and post-implementation triage of business process implementations and deployments.
  • Superior interpersonal and communications skills in order to inform and collaborate with both technical and non-technical personnel at various levels in a complex organization, with varying levels of technical knowledge and/or project management concepts.
PHYSICAL REQUIREMENTS:
Must be able to sit, stand and walk, as needed, to perform core job functions.Ability to use keyboard-driven equipment. Ability to communicate clearly with others, both orally and in writing. Ability to travel to multiple sites to attend meetings. May be required to lift up to 25 lbs. All duties performed with or without reasonable accommodations.
