Job Details

Assists the auditor in assessing the effectiveness and efficiency of operations, reliability of financial reporting, and compliance with applicable laws and regulations. Prepares and provides audit reports and recommendations; follows up on implementation of findings and recommendations; maintains effective communications with county managers, and external auditors/contract agencies. Additional duties include:
  • Individually, or as part of a team, conducts studies of county programs and systems. Determines nature of operations and formulates objective opinions on the adequacy, effectiveness, efficiency and compliance of systems or programs reviewed.
  • Verifies and analyzes transactions, management representations, documents, and records, methods of reporting, receipts, disbursements, etc. for adequacy, effectiveness, accuracy, consistency as part of the auditing process.
  • Plans and performs audit assignments in accordance with professional audit standards, audit plan, and schedules.
  • Reports on effectiveness and adequacy of internal control systems.
  • Prepares working papers, rough drafts, and final reports. Makes recommendations for the correction of unsatisfactory conditions, improvements in operations, and reductions in costs.
  • Follows up to assess implementation of recommendations and their effectiveness, and updates permanent audit files.
  • Performs data mining to compile data necessary for audit studies and projects.
  • Maintains positive/constructive written and oral communication with county departments, team members and supervisors throughout the audit process.
  • Designs and conducts reviews, surveys, evaluations, and investigations of county agencies as assigned by the Board of Supervisors or the Audit Committee acting on behalf of the Board of Supervisors. The auditor should focus primarily on the county's stewardship, including developing recommendations that can be used to increase county revenues, reduce county expenditures, and otherwise improve the efficiency and effectiveness of county resources. Studies can vary from a simple inquiry to a program study or long-term monitoring.
  • Assist in reviewing the Management Analyst II's work and represents the director in his absence.
Note: The functional areas of the position are auditing, accounting, finance, and/or information technology. Required Knowledge Skills and Abilities

Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;
Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;
Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;
Knowledge of the legislative and executive decision making processes;
Knowledge of the project management life cycle and its supporting phases;
Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
Ability to identify and determine appropriate methods for gathering data;
Ability to make oral presentations to department management, other departments, or the public;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Master's degree; experience coordinating, planning, organizing and directing an audit investigation under minimal supervision; experience applying state, federal and county laws and procedures, auditing and accounting standards (such as GAAP, FASB, GASB, SAS); experience with data mining within automated financial, purchasing and human resource systems; certification in the auditing, accounting and/or IT fields.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and credit check as a condition of hire or continued employment.

PHYSICAL REQUIREMENTS:
This position is primarily sedentary, but requires vision sufficient to read standard text, read a computer monitor and drive; speak and hear, ability to stand, sit, walk, stoop, manual dexterity to write and operate a computer keyboard. All duties performed with or without reasonable accommodations.
