Township Council of Willingboro seeks a Township Manager for its Council-Manager form of Government (Faulkner Act).

The Township of Willingboro is a mature, diverse, tree-lined suburban Burlington County community of between 30,000+ residents. The Township is committed to sustainability, fiscal discipline and historic preservation.

The five member Township Council operating as a Council-Manager form of government under the Faulkner Act seeks highly qualified candidates for Township Manager. The Township Manager reports directly to and works effectively with thte Township Council. He or she directs, supervises, and coordinates the operations and functions of all departments to ensure a smooth, effective municipal government operation that complies with all state and federal laws and local ordinances, resolutions and regulations. The Manager directs a civil service workforce of approximately 335 full and part time employees with a strong management team operating within a $42 Million general annual budget and a $2 Million annual capital program. It has an "AA-" Standard and Poor's rating. The Manager oversees all municipal departments.

Qualified Candidates are required to have a bachelor's degree, Public Administration, Finance, Accounting, Business Administration or related area preferred from an accredited university. A Master's Degree, MPA or MBA is highly preferable. Related advanced or post graduate degree/JD/CPA/New Jersey Public Manager's Certification may be substituted for up to 1 year of experience.A minimum of five (5) years of executive level management experience in local governments of similar size and complexity to the Township is required. Demonstrated Finance/Economic Development experience is highly desired.

Applicants should demonstrate the ability: to effectively plan, supervise and coordinate the activities, personnel, and functions of a municipal corporation; to develop and implement municipal policies and procedures; to review and analyze current policy, practices, and procedures; to identify problem areas or necessary changes; to prepare and present comprehensive oral and written reports; to secure and retain the confidence of the council and the public at large; to deal courteously yet firmly with the public; to establish and maintain effective working relationships with department directors, governing officials, outside agencies, business leaders, and the general public.
